Permanent Right of Way
Dear Ms. Lawson:
This letter is in response to our discussions, and constitutes an offer from the City of
Coppell to purchase property owned by you. Parcel 4 consists of a variable width portion
of the south side of the property located at 101 Oak Trail totaling 3,814 square feet, as
described in the attached exhibits. The city appreciates your willingness to work with us
through this process, and we will continue to be available as issues arise during the
construction phase of the project.
This letter constitutes an offer from the City of Coppell for the acquisition of permanent
Right of Way as follows:
Parcel 4
1. Acquisition of Permanent Right of Way $30,702.70
(3814 sf * $8.05 /sf — Tax Appraisal)
2. Tree Mitigation $4,500.00
(Tree Removal due to project)
3. Landscape & Fence Allowance $9,797.30
(Permits and approval shall be secured through
Building Inspections Department)
Total: $45,000.00
In addition to the compensation listed above, the city will fund the closing costs in the
amount of $2,778.84 through Stewart Title.

During the roadway construction, the city will relocate the existing wood fence on the
west side of your house to the new property line.
If the above offer is acceptable, please sign below and return to this office. Once the
letter is received, the process for payment of the $47,778.84 can start. Once the check is
available, we will schedule the closing with Steward Title Company.

Attached is the letter we discussed earlier in the week. I finalized the number with Diana Carter at the
title company is why it is slightly different than what we agreed to.
Please review this and sign and return it so I can work towards closing this out.

I hope that this starts a chain of good support on the SL expansion program.
You must realize that no one's property suffered during these years as mine did...no one's on that
road...not even Bill Mills.
The slab moved - every room has cracked. I had to replace underground utility lines because of the
movement. Infill dirt was placed in the ditch line
and worn away. Water penetrated my garage yearly. You could stand on the ground in my yard and
watch the land "wave"....no kidding!
The trees have been dying one by one - rotten from the flooding...
If this had been a perfect world, the city would allow us to utilize the properties as owner/occupied small
commercial...with a wall behind -
like they have within 1,000 ft of the property...that way, people would receive true "gain" from the road
expansion and have choices. All
could sell for double the value.

It is my prayer to work out the privacy fencing through permit and variance in the future, but I do not want
the show held up on this...it has been years in the coming-the repair and drainage of this road.
No one ever believes enough is ever given....but I do believe that my faith in the city came back with my
last meeting with you
and the chief.
If I run into my neighbors, I will keep the settlement agreement confidential....and will ask them to try to
reason...and drive ALL of sandy lake road...
if we are all christians as we try to walk the walk, then we will try to come into some settlement for the
betterment of all...and we have to remind
ourselves of this, at all times.
