I can't imagine any use for the extra mosquitos that it is iow breeding as stagnant water, nor for the extermination of the man forms of wild life that probably can't tolerate that much chang in habitat. I don't find it pretty in any way, but I don't want to be par y to a city that gets itself sued by angry parents when their childr n get caught in a flash flood as it fails.
