Marshall, Barton Assoc. Topics Discussed: 4DOyLZ 214- 991 -1900 1. Mr. Doyle welcomed everyone to the second meeting of the Project Focus group and introduced K.R. Marshall who reviewed the project status. 2. Mr. Marshall (began by reviewing some of the material that was presented at the first Focus Group meeting. This consisted of a revision of the order of the project work program to address key issues presently facing the staff that require immediate answers. 3. Mr. Marshall stated that Barton - Aschman has contacted several agencies that have jurisdictional) control in or adjacent to the City of Coppell. These agencies were informed of the study effort and in all cases they responded of interest in the study results. 4. Mr. Marshall explained that Barton - Aschman has reviewed the demographic data base for the City of Coppell that has been developed by the North Central Texas Council of Governments, He said that this data base was found to be acceptable from the population standpoint; however, the employment base was thought to be too low. A tract by tract analysis of undeveloped properties presented to Barton - Aschman by the Coppell Commercial Land Owners Association resulted in a city wide employment increase of 450%. Mr. Marshall stated that although this increase was felt to represent a more luultimate number than a year 2010 number, this number is being used to accomplish thoroughfare', sizing. Barton - Aschman Associates, Inc. 5. Mr. Marshall, stated that the North Central Texas Council of Government is presently testing an alternative thoroughfare network with the enhanced data base. This alternative network consists of the following elements: • Gateway Boulevard re- alignment with Southwestern • Santa; Fe Realty's thoroughfare revision • Freeport Parkway's re- alignment • S.H. 121 ramp and interchange revisions • Coppell's Historical District - Bethel Road downsizing • E- Systems connection request The results of this alternative model analysis should be available next week. 6. Mr. Marshall stated that Barton - Aschman has begun a review of the current thoroughfare functional classification standards. To date, Barton Aschman has found that the city allows nine classifications of thoroughfares. It has also been determined that dual left turn lanes and one way streets are not provided for. There is also no specifications for minimum curb radii, maximum vertical grade and access control in the current thoroughfare program. 7. Mr. Marshall stated that Barton - Aschman has made the following preliminary conclusions leased on a rough analysis of Coppell's current thoroughfare plan. It was stressed that these aonclusionsare prelim_ ina y and that they may change as the analysis is finalized. Using a screen -lined approach to the current sub -area model, it appears that four lanes are sufficient for both Gateway Boulevard and Bethel Road, while six lanes will be required for Sandy Lake Road. For the north /south thoroughfares, Royal Lane and Freeport Parkway should be six lanes, while Coppell Road should function as a four lance thoroughfare. 8. Several thoroughfare inconsistencies have been noticed between current thoroughfare plans and th¢ plans of the adjacent jurisdictions. Parkway Boulevard for instance is a four lane thojroughfare in Coppell while a six lane roadway in Lewisville. On the other hand, Freeport Parkway is a six lane thoroughfare in Coppell and a four lane roadway in Lewisville. These inconsistencies will be dealt with in the production of the final recommendations by Barton - Aschman. 9. Mr. Marshall'concluded his presentation by summarizing the planned work program for next month. This consisted of the finalizing of the alternative network, the evaluation of the existing thoroughfare plan, analysis of intersection treatments at key intersections, and the development of recommendations for functional classifications. 10. Representatives of the Coppell Historical District voiced concern over the widening Bethel and Coppell Roads. They felt, at the most, that these roadways should two or three lane thoroughfares. 11. Mr. Threadg0l expressed concern involving the attendance of the State Department of Highways a4d Public Transportation at the Focus Group meetings. Mr. Marshall responded that John Blain of the Highway Department has been contacted and that he has expressed interest in the study, but would only like to be advised of the final recommendations. Barton- Aschmah Associates, Inc. 1A: Z A representative of the Coppell Historical District suggested that Bethel Road be made a one way roadway. Mr. Marshall responded that this would be one of several options that Barton- Aschman would explore in addressing the special meeting of the Historical District. The meeting was adjourned at 7:30 p.m. These minutes are considered final unless the preparer is notified within seven days of the date of issuance.
