TOPICS DISCUSSED:
1. Mr. Doyle opened the meeting by welcoming all the attendees and introducing each
person present at the meeting. He also asked that each person look at the mailing list
that had been put together for the project Focus Group and make any modifications
that are necessary to the addresses and phone numbers.
2. Mr. Doyle explained that the purpose of this focus group was to provide input to the
City and the consultant over the course of the project. Periodic meetings will be
scheduled where the City and the Consultant will present the findings for the project
at that stage. The focus group will provide feedback to each item presented.
Mr. Doyle stated that the purpose of this project was to review the current West Side
Major Thoroughfare Plan that is adopted by the City of Coppell. In conjunction with
this review, the consultant will evaluate recent or proposed revisions to the Major
Thoroughfare Plan. In particular, the consultant shall review: (a) S.H. 121 ramps and
interchange modifications, (b) Coppell Land Owners Association requests (c) Freeport
Parkway alignment north of Bethel Road, (d) Gateway Boulevard realignment with
Southwestern Boulevard, (e) Sante Fe Realty revisions of thoroughfares, (f) E- Systems
connection request, and (g) Bethel Road narrowing in the Coppell Historical District.
4. Mr. Marshall distributed a handout that included the scope of services and schedule as
portrayed in the consultant's contract with the City of Coppell. This schedule shows
that a four -task work program will completed within a four month time frame.
However, Mr. Marshall stated that the consultant is attempting to compress certain items
in this schedule in an effort to address certain key issues currently facing the City.
5. General discussion that occurred during the course of the meeting included statements
by Mr. Thompson that addresses the Coppell Commercial Land Owners Association's
concerns about the current proposed revisions to the S.H. 121 access plan adjacent to the
City of Coppell. Mr. Thompson stated that the Association was concerned about the lack
of access to Bethel Road. He noted that the first ramp to exit S.H. 121 to Coppell was
for Sandy Lake Road as one travels away from D /FW Airport. Mr. Thompson agreed
that this new plan is much better than the previous plan; however, the Coppell
Commercial Land Owners Association still feels there is room for improvement. He
further stated that in his opinion the Freeport Parkway interchange is the most
important point of access to the City of Coppell and that the State Department of
Highways and Public Transportation plans to complete the extension of FM 2499 before
the end of this year.
The meeting was adjourned at 7:30 P.M.
