MEETING PURPOSE: Kick Off Meeting With City Staff To Discuss Project Scope,
Schedule, Purpose Of Focus Group

TOPICS DISCUSSED:
The immediate concern of the City staff is to address the alignment and road sizing
issues for Soothwestern and Gateway Boulevards. Sante Fe Realty has requested that
Gateway Boulevard be downsized to a four -lane thoroughfare. Prentiss Properties has
made a similar request for Gateway east of the Sante Fe Realty property. The City has
delayed making a decision on this issue until Barton - Aschman comes to a conclusion on
its study.
2. Another concern facing the City is the width of Bethel Road, in particular through the
Coppell Histbrical District. The Historical District Committee has requested that
consideration be given to narrowing Bethel Road through this area.
3. In particulars for the Gateway /Southwestern Boulevards realignment issues, Barton -
Aschman will strive to develop preliminary judgements within the next month. Barton -
Aschman will meeting with the North Central Texas Council of Governments to develop
an alternative network that will be tested with COG'S TRANPLAN model. Mr. Marshall
stated that this can be done by compressing the original four month schedule. However,
Barton - Aschman and the City are taking the risk that other issues will not develop after
this first alternative has already been tested. If other issues arise, it may be necessary
to test another alternative. This is presently not allowed for in Barton- Aschman's
contract. Mr. Doyle stated that if this situation arises then the City would consider
making a contract adjustment to address these issues since it is the City's fault that the
o contract schedule is being compressed.
The alternative network to be tested will include the Gateway /Southwestern
realignment aft four lanes and Bethel Road at six lanes. All other revisions (such as S.H.
121 interchanges and Commercial Landowner Association requests) will be tested using
the number of lanes designated in the Major Thoroughfare Plan.
4. The purpose of the project Focus Group is to provide input and comment to the project
findings during the course of this project. This group must understand that they are
not providing] direction or guidance for this project, but only to give comment on the
direction the consultant and the City has chosen to take.
5. Mr. Ratliff commented that the consultant and the City staff must, if at all possible,
accommodate the needs of the developers in this area of the City since this area will
represent a v4st increase in the City's tax base when it is developed. Therefore, the
results of the study should be technically sound but also serve the needs of the
developers in this area of the City.
