Thoroughfare-AG 890727Minutes of July 27, 1989 Quick Notice Meeting July 18, 1989 Committee meeting delayed one week due to the City Co�incil meeting being delayed one week because there was not a quorum for their originally planned meeting. On July �8, 1989 at the City Council meeting, Gary Selvy approached the City Council with our committees mission and future needs to get our charge accomplished. Gary did an excellent job and we received $500.00 for our needs. Also the Committees name was officially changed to the Coppell Historic Ditrict Committee by the City Council with no one against it. It was also so named for our scrapbook by the attending committee members. Next Dave Garrett presented a few slides to the group of a historic area in Virginia. It was to show some ideas that we might could possibly use in planning our area. Dave then continued to let us in on a few things that were told to him at the workshop he went to can getting grants and funds for a Historical District. One of the main things that kept bringing brought up was that we need a concrete, laid out plan as to what this district will need before anyone will take a look at us for any type of funding. This means finding out what the needs of the community will be, the in- terests of the area, and the feelings of the people who live in the area. 1temember this is our towns future and we need to come up with every aspect of the development of this area down to the very last detail before anyone will even fund us. Our let4r committee presented their letter that is to be sent to other totrns with our spread out situation. It was approved of by the attending committee members. rr19 YJ� GL. t A The committee decided that we need to ger the press involved so we can continue to get support for this district or otheriws(� it will die out. We also need to contact organi- zations liko the Historical Commission of Dallas for zoning lags of Texas for this type of district. Also lawyers that are willing to help us in our cause to write our missions, codes, laws, rules, etc. for this district and architects to help us design the area. These aro just some of the future areas we need to start looking at and laying down on paper. Attached are some of Dave Garrett ideas for this area. Please look them over and mark whether you like them or not and make some of your own suggestions. If you can not make it to the next meeting which is on August 15, 1989 at 7:00pm at the Senior Center, please leave your 5uggetions and ideas with one of the committee memebers or in my basket on my front porch (Joanne Smith 420 S. Coppell Rd.) so we can add your ideas to the meeting. They are just as important as anyone elses. Mark Wol$e meet with Dr. Joe Rice of the Dallas County Histo- rical Commission, Mr. David Jurney, Asst Director of the Archaeo- logy Research Program from SMU, and Ms. Mary Marks of the Irving Heritage Society resently and they would like to meet with us soon. We need a good date when all can attend our meeting. This is the end of the meeting of July 27, 1989. 0: OLD (, ,)�1�fITTEE MEMBERS FROM: DAVE GARRETT CONCERNING: PRELIMINARY CONCEPT CONCERNING OLD TOWN I Would like to make the following proposals concerning Old Town for vour consiceration. A.) Pave Coppell Road from Bethel Road to the next intersection with b�icic in much the same manner as many of the crossings 1111 in the city. I propose the area be closed to traffic and become a pedestrian /bicycle area. i know this would affect traffic patterns and local residents. Perhaps a secondary route around the area could be developed. F.) Make a bicycle /jogging track that would begin at the intersection of Coppell Road and Sandy Lake Road; extend through Old Town; turn left on Bethel Road; include a crossing area to Park Street; go through the restored Grapevine Springs Park. I propose parking areas be provided at Sandy Lake Road /Coppell Road and on site at Grapevine Springs Park. C.) When the city builds a new firestation, the old station located on Coppell could be leased and renovated in the manner of an old hardware store. Perhaps a craft shop or antique store might be looted there. Or a restored drug store. D.) Ts there anyway e could encourage developers to buy older homes in Coppell and move them into the historic Old Town? The Lillie Arnett Rome (built in the early 1900's) would make a nice edition. Perhaps we could offer limited tax (city) benefits to anv company that located in the area. E.) Make a museum out of the old Methodist church building. We could show what life was like in rural Texas towns. Leonard White has found several "relics ", such as old bullets, coins, etc. in the Grapevine Springs and other areas in Coppell that lie might contribute to such a museum. We could include an exhibit on cotton and ginning process, the importance of the railroads, early cars. We could show pictures of early residents and their activities. Perhaps we could get local senior citizens to act as host /hostesses (wear old timey clothes ?) Perhaps the local churches would like to include pictures reflectin( the importance of religeon to the community. F.) Decorate the area with old street lighting fiXtures and flower plantings. p,? G.) Develop both old entrances to the Grapevine Springs Park. I believe ex -mayor Andy Brown has title to the old stone base tp the archway (what is left of it) on the Coppell Road site. H.) Should we conduct a door to door canvas of local residents concerning traffic flow, noise, etc."? I.) I believe we should involve local civic groups, such as the Lions Club, Rotary Club, etc. Perhaps we could sponsor a booth at next year's Founders Day. We might have speakers go to the groups with our proposals and try to gain their support. J.) I believe we should begin a column about local history and our efforts. j,Ie might interview old time residents about their riemories about the community, what it looked like, etc.
