AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE COPPELL THOROUGHFARE PLAN CODIFIED AT ARTICI�E 15 -9 OF THE CODE OF ORDINANCES OF THE CITY OF COPPELL, TEXAS TO DELETE GATEVIEW BOULEVARD, IN ITS ENTIRETY WEST FROM ROYAL LANE FROM THE THOROUGHFARE PLAN; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That the Coppell Thoroughfare Plan as heretofore adopted and codified at Article 1$ -9 of the Code of Ordinances of the City of Coppell, Texas, be, and the same is hereby, 'amended by deleting Gateview Boulevard, in its entirety west from Royal Lane from the Coppell Thoroughfare Plan. SECTION 2. That all ordinances and provisions of the Code of Ordinances of the City of Coppell, Texas in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this ordinance shall remain in full force and effect. SECTION 3. That should any word, phrase, paragraph, section or portion of this ordinance, or of the Code of Ordinances, as amended hereby, be held to be void or unconstitutional, the same shall not affect the validity of the remaining portions of said ordinance or of the Code of Ordinances, as amended hereby, which shall remain in full force and effect. SECTION 4. Griffin, P.E., Assistant City Manager /City Engineer RE: Consider approval of an ordinance amending the City of Coppell Thoroughfare Plan by deleting Gateview Boulevard, in its entirety west from Royal Lane and authorizing the Mayor to sign. Date: January 15, 1996 The City of Coppell has been requested to consider the elimination of Gateview Boulevard from the Thoroughfare Pl4n. Several factors play into this request for the elimination of Gateview Boulevard: 1) Gatev�ew Boulevard is not shown on the City of Grapevine Thoroughfare Plan to be extended to State 'Highway 121; and 2) the S.H. 121 construction plans do not show an exit ramp from S.H. 121 until you have bypassed where Gateview would connect to the service road. This, in essence, mejans that someone on S.H. 121 could not utilize this connection to access Coppell unless they bad already exited the highway south of Bethel Road. The main entrance from S.H. 121 to Coppell will be at Royal Lane. If Gateview Boulevard is eliminated from the Thoroughfare Plan the developer of the property at the deadend of Gateview would be required to cul -de -sac the roadway to meet city standards. Upon consideration of the various factors surrounding this request, the City of Coppell Engineering Departmjent offers no objections to the deletion of Gateview Boulevard from the City of Coppell Thoroughfare Plan. Box 478 255 Parkway Blvd. Coppell, Texas 75019 Re: Thoroughfare plan Amendment - Gateview Drive Fellowship of I m Colinas Development Dear Mr. Griffin: I am requesting a thoroughfare amendment to eliminate the extension of Gateview Drive to S.H. -121 Service Rood. A cul-de -sac complying with the City of Coppell design standards is proposed at the west end of the existing road. The amendment will allow the construction of the church buildings is the proposed location as shown on the attached exhibit. Gateview Drive is not shown on the City of Grapevine thoroughfare plan and Grapevine has no requirements for the road to be extended to the west. The State Department of Transportation has not included a fly over or bridge for Gateview Drive to cross S.H. -121; therefore, the road would have to be terminated at the service road which has limited access. The concept plan for the Phase I development of the church is shown on the attached exhibit. Please place this request on the agenda of the last Council meeting in January.
