RE: Variance to Ordinance 90489 (City of Coppell Thoroughfare Plan)
concerning the spacing of medians
Date: June 8, 1993
In October, 1990, a new Thoroughfare Plan was adopted by the City of Coppell. The
Thoroughfare Plan provided classifications for all major streets within the City of Coppell, plus
it gave particulars on the construction of those streets. Currently, the Stonemeade Subdivision
is being constructed north of Town Center on the north side of Parkway Blvd. The developer
is required to construct a left turn lane into the main entrance of Stonemeade Estates.
Staff previously approved a left turn configuration for the entrance that was consistent with our
Subdivision Rules and Regulations and the Thoroughfare Plan. However, at the April 23, 1993
City Council meeting, direction was given to staff that the "Ring Road" concept would be
implemented around Town Center. After that direction was given, staff reevaluated the
proposed turn lane into the Stonemeade Estates. It was determined that when the Ring Road is
constructed on the west side of Town Center a median opening and a turn lane should be
provided for the Ring Road. To accommodate both the Ring Road and the entrance into
Stonemeade Estates some concessions need to be made on the spacing of the median opening and
on the general construction of the median opening.
Parkway Blvd. is shown as a C4D on our Thoroughfare Plan. The C41) roadway requires a
minimum median spacing of 300 feet and a desirable median spacing of 530 feet. The median
spacing is measured from nose of median to nose of median. The proposed median opening to
serve Stonemeade Estates and the Ring Road is 151.69 feet. This is approximately one -half of
the standard proposed in the City of Coppell Thoroughfare Plan. Because of the need to provide
some type of storage area for vehicles turning left either into Stonemeade Estates or into the
future ring road, staff recommends the approval of the spacing of this median opening.
At this time, only the portion of the median opening that services Stonemeade Estates will be
constructed. When the Ring Road is constructed, the other median opening will be constructed.
There will be some landscaping in the nose area of the median opening at this time by the
developers of Stonemeade Estates. The landscaping will extend to a point whereby the median
becomes six foot wide. In the future, when the entire median configuration is constructed, there
will be some type of low level landscaping provided in the entire median.
While this is not a optimum situation, having a median opening with some storage capacity for
both roads is better than not having a median^or having a median opening with no left turn lane.
Staff recommends approval of this variance to Ordinance 90489 and will be available to answer
any questions at the City Council meeting.
