Beltline /Denton Tap Road. Over the past few months Staff and a Project Focus Group comprised of property owners, special purpose groups, homeowner associations, and engineers has met on several occasions to provide information to the consultant to produce a thoroughfare plan which would benefit the entire community. The res It of these efforts are now being presented as "Roadway Functional Classifi ations and Design Standards ". This documents recommendations, de initions, and changes and can be summarized as follows: I. A. There are no major modifications being recommended for the roadway classification system. Most changes involve expanded, more detailed descriptions of existing classifications. Some classes wore condensed to make fewer total classifications and a simplified system. B. There are a couple of cases where lane widths or right -of -way widths were expanded (C4U and C4D). These modifications were made to allow smoother operations on the roadway and more room for utilities along the margins. II. Roadway Classifications Changes Sandy Lake Road from 6D to 4D Ruby Road I from 2U /4U to 2U Bethel Road 121 to Royal no change 6D Royal to �reeport from 6D to 4U Freeport to Denton Tap from 6D to 2U Gateway Boulevard (southwestern) from 6D to 4D /4U Royal Lane from 6D to 4D Freeport Parkway from 6D to 4D Coppell Road from 4U to 2U III. Recommended intersection lane configurations (see attachments) with appropriate right -of -way widths. IV. Recognizes the request by Planning and Zoning to maintain a right - of -way width Of 65 feet, which would be sufficient to facilitate a four lane thoroughfare if needed. This item was approved by Planning and Zoning with the stipulations addressed in III and IV above. Attached also is a rough draft of the map which will be used for distribution to interested parties. Barton- Alschman Associates, Inc. was retained by the City of Coppell to assist in updating the city's; Roadway Functional Classification System and Design Standards as well as the Thoroughfa re Plan for the west side of Coppell. This letter is intended to serve as a summary of the assumptions, procedures, and results from the attached report. The report covers two main topics. The first topic in the City of Coppell Roadway Classification System, and the second in the City of Coppell Thoroughfare Plan. There are no major, modifications being recommended for the Roadway Classification System. Most changes invollve expanded, more detailed descriptions of the existing classifications. Some classes were condensed to make fewer total classifications and a simplified system. There are a couple of cases where lane widths or right -of -way widths were expanded (C4U - four -lane undivided and C413 - four lane divided).These modifications were made to allow smoother operations on the roadway and more room for utilities along the margins. The west side thoroughfare plan was reconfigured based on input from city staff and local land owners. The reconfigured thoroughfare plan was tested by NCTCOG using TRANPLAN, a travel forecasting model. TRANPLAN is a computer program that uses the projected development in an area along with the planned roadway system and projects future traffic volumes for the roadway system. Thoroughfare cross - sections for the west side were chosen based on these projected traffic volumes. The projected development that was used in TRANPLAN for the west side would generate approximately 45000 jobs. Although this may be over estimated, it allows for a margin of safety in sizing the roadways. The recommended roadway sizes will provide for Level of Service C operations or better. Level of Service is a measure of congestion ranging from A (very little traffic) to F (grid lock). Several thorough arcs on the existing plan were downsized based on the analysis that was conducted. The projected volumes for these roadways were not high enough to justify the roadway sizes called for in the existing plan. The recommended plan is shown in Figure 2 on page 8. These are shown in Figures 11 through 20 on pages 20 -29. Extra right -of -way is recommended at several of these intersections to provide room for extra turn lanes. The Planning and zoning Commission accepted this attached report with one stipulation. That stipulation being that enough right -of -way (65 feet) be reserved along Bethel Road between Freeport Parkway and Denton Tap Road to allow for possible expansion to a four -lane undivided roadway. A more detailed discussion of the assumptions and procedures used can be found in the attached report. Complete recommendations with accompanying figures are also presented. Mr. Blaydes informed me he has contacted the Mayor, Gary Sieb, and now me to make sure that we are all aware that he does and will oppose the change in plan reducing Bethel Road from a divided multilane roadway to a two -lane undivided road. Mr. Blaydes indicated he was not informed of Wednesday evening's presentation of this information and would like to receive notification of any future meetings or information related to the plan. I enclosed a form to be returned to me. The acreage they represent and their opinion is indicated on the form returned to me. As indicated in discussions, no one east of Freeport was aware of this study. Minyards and N. C. H. , large property owners, west of Freeport were not aware of the results of the study. This new plan calls for downsizing Bethel Road, where it serves your proper. This new plan calls for Bethel Road to be six lanes from 121 on the west to Royal Lane (Postal Facility), then 4 lanes to Freeport Pl�wy (Minya rds), then 2 lanes from Freeport to Denton Tap on the east. This down sizing will limit the accessibility to property in the two lane area and will have an effect on the value of commercial property that depends on Bethel Road for access. Dropping from 6 to 4 to 2 lanes wi.l.J. severely limit any east bound traffic, and act as a funnel to the west., thus encouraging lunch trade and any other business needs we can serve, to go west to Grapevine or south to Freeport.- We need your input prior to and at 12 at 7:30pm. Box 478 Coppell, TX 75019 Dear Councilman: I congratulate you on approving the alignment of Gateway Boulevard as a four -lane undivided facility to serve my 16 acre corner at LBJ and Royal Lane. I am now writing about the Barton- Aschman Associates, Inc. proposal before you to disallow two traffic movements: 1) Traveling south on Royal Lane, one needs to be able to turn left onto this new Gateway Boulevard. This movement allows for full circulation in and around my 16 acre corner which will become one of the most valuable and dense developments in your city (a major high rise hotel like the Marriott at 114 and a high rise corporate user like OXY or ORYX at LBJ and the Toll). In addition, circulation from this direction is badly needed for the proper development of Santa Fe Pacific's 200 acre mixed - use park along LBJ just east of my corner, 2) Traveling west along Gateway Boulevard, one needs to be able to turn left to get out onto LBJ. The function and purpose of Gateway Blvd, is to provide access to LBJ. Again, this movement will provide full circulation and access to my corner so that the best user will want to locate there, not gust inferior or average users. Also, because the interchange at LBJ is a good one, i.e., a full diamond, it should be used by all users of this area more than the poor interchange at Freeport Parkway (a partial cloverleaf). Please do not accept this proposal. It would defeat all we have worked for and would certainly constrict this whole area for its highest and best use. Clearly it is not in the best interest of the City of Coppell. Mayor Wolfe adjourned the Executive Session and opened the Public Session at 8:25 p.m. Following further discussion on Item Number 8, Councilman Morton moved that this item be tabled to the July 24 City Council meeting with the public hearing being held open. Councilman Robertson seconded the motion; motion carried 5 -0 with Councilmen Weaver, Thomas, Morton, Cowman and Robertson voting in favor of the motion. Item 9: To consider an ordinance for Case #PD -110 to change the zoning designation from (SF -12) Single - Family -12, to (PD- SF -9) Planned Development Single - Family -9, on a parcel of land located approximately 550' south of the southwest corner of Parkway Boulevard and Lodge Road (frontage on Lodge Road) and authorizing the Mayor to sign. Following discussion on this item, Councilman Morton moved that Ordinance No. 297 -A -77 be approved. Councilman Cowman seconded the motion; motion carried 5 -0 with Councilmen Weaver Thomas, Morton, Cowman and Robertson voting in favor of the motion. Item 10: PUBLIiC HEARING - Presentation, discussion and consideration concerning the proposed changes to the Coppell Thoroughfare Plan as recommended by Barton - Aschman and Associates. Street Superintendent Per Birdsall made the presentation to the Council. Mr. K.R. Marshall, of Barton - Aschman and Associates was also present to present this item to the Council. The recommendations of Barton - Aschman and Associates are included in a report filed as a permanent part of City records. Mr. Marshall indicated that the Roadway Classification Changes are as follows; 1. Sandy Lake Road from a six lane divided to a four lane divided 2. Ruby Road from two lane undivided /four lane undivided to a two lane undivided. 3. Bethel Road from 121 to Royal - no change six lane divided 4. Royal to Freeport from six lane divided to four lane undivided 5. Freeport to Denton Tap from six lane divided to two lane undivided 6. Gateway Boulevard (southwestern) from six lane divided to four lane divided /four lane undivided 7. Royal Lane from six lane divided to four lane divided 8. Freeport Parkway from six lane divided to four lane divided 9. Coppell Road from four lane undivided to two lane undivided Additionally, the Planning and Zoning Commission has recommended that the right of -way on Bethel Road from Freeport to Denton Tap maintain a six y -five foot width which would be sufficient to facilitate a fo r -lane thoroughfare if needed. Additionally, the Planning and Zoning Commission has recommended intersection lane configuration with the appropriate right -of -way width. Mayor Wolfe declared the public hearing open and asked for those person who wished to speak against the proposed Thoroughfare Plan. Those persons speaking were: 1. Mr. M.ke Daniel, Nathan Maier Engineers, representing Mr. Bill hompson. Mr. Daniel indicated his clients concern about the recommendation for limited motions at the Gateway and Royal intersection. 2. Mr. Wilfred Vincent, 141 Lansdowne, questioned what would happen to the area known as "Old Coppell ". Currently a two -lane undivided roadway with a 65 foot right -of -way Page 4 of 9 is being recommended in order to accommodate a four -lane undivided road if needed. Mr. Vincent indicated his feeling for the road to remain a two -lane road. 3. Mr. Dale Veenker, 133 Cottonwood Drive, indicated he had contacted property owners from Freeport east to Denton Tap as well as the Minyards and NCH property owners west of Freeport Parkway who indicated they were not aware of the study. Mr. Veenker indicated his desire to see this study discarded and redone with property owners input. 4. Mr. Mike Sterek, representing Centre Development, Branch Properties and the Baptist Foundation, indicated that their clients basically agree with the Planning and Zoning recommendation for the 65 foot right -of -way on Bethel Road from Freeport to Denton Tap, but disagree that it should be a two -lane road now. According to studies performed by his company, this roadway warrants a four -lane undivided roadway at this time. Additionally, his clients have indicated the willingness to donate any additional right -of -way necessary for Bethel Road to align this roadway as needed. Four proposed alternatives in the Bethel Road area were presented by representatives of Mr. Sterek's office. 5. Mrs. Wendy Webster, 264 Bethel Road, indicated that she did not know about the study and does not want Bethel Road to become a four -lane road. 6. Mr. Velton Nisbitt, 557 South Coppell Road, indicated that he is representing both himself and his father. Both are in opposition to Bethel Road being downsized to a two -lane road. There were no further persons who wished to speak against the Thoroughfare Plan. Mayor Wolfe then asked for those persons who wished to speak in favor of the proposed Thoroughfare Plan. Those persons speaking were: 1. Ms. Lindsey Thomas, 108 Mockingbird, Chairman of the Coppell Historic District Committee, indicated that the Committee would like to have the narrow roadway for the present; however, they are not against a 65 foot right - of -way, but would like for as many trees as possible to be saved in this area should the roadway be widened to four lanes. She also indicated that she would like to see the City take their time in making a decision on this area. 2. Mrs. Regina Johnson, 400 Hunters Ridge Circle, Vice - Chairman of the Coppell Historic District Committee, indicated that she would like to insure that the buildings and homesteads on Bethel Road would be preserved. There were no other persons wishing to speak in favor of the proposed Thoroughfare Plan. Mayor Wolfe declared the public hearing closed. During discussion by Council it was noted that the two (2) studies, one done by the City and one done by a private developer, be combined and a recommended compromise be brought forward to the Council. No further action was required on this item. Item 11: Consideration and approval of an ordinance amending the current Thoroughfare Plan to reflect the changes as submitted by Barton - Aschman and Associates and authorizing the Mayor to sign. Following discussion on this item, Councilman Robertson moved that Ordinance 9047 be approved excluding the Royal Lane /Gateway /LBJ Page 5 of 9
