EVALUATION VF ITEM: DATE: September 6, 1989 On July 11, 1989 (see attached packet and minutes), the City Council authorized the City �'A fT Manager to solicit for these technical services from a short list of four consulting firms. All four fi submitted proposals and participated in interviews with a Staff committee of five, (repre tatives from the Police Department, Engineering Division, Planning Division and the City E neer). S The Staff committee evaluated the pr posals /interviews and recommend ,pd'Barton Aschman Associates, Inc., as the firm who best demonstrated the competence and qualifications of the project personnel who will conduct this work. Staff then negotiated with Barton Aschman and arrived at the attaiched contract for the City Council's consideration. COMMENTS /RECOMMENDATION: As was previously presented to you, we believe that it is extremely important that we have a transportation planner review our thoroughfare plans in the west part of Coppell and provide us with an adjustment and revised thoroughfare plan, to accommodate some of the changes that have occurred --since the City's Comprehensive Plan was adopted. At our last discussions we had indicated that $30,000.00 would be required for the study and you asked that we contact the Coppell Light Industrial Property Owner Association to ask if they would participate in the cost of the project. We are pleased to inform you that in conversation with Bill Thompson, President of that organization, they have agreed to fund $5,000.00 of this project. We, therefore, will only spend $22,800.00 of City funds to accomplish recommend that project. mgr: #12d this major project. THOROUGHFARE PLAN AMENDMENT PROCESS Background The City of Dallas has an official Thoroughfare Plan (Ordinance #15277) showing all major and secondary thoroughfares and freeways in the city. The plan divides city streets;and roads into thoroughfare classifications; defines minimum standards for each type of thoroughfare; incorporates an official Thoroughfare Map delineating thoroughfare routes, classifications and locations; and provides for a process to amend the Thoroughfare Plan. Residential streets, also knwon as minor streets, are not shown on the Thoroughfare Plan. The Thoroughfare Plan is a comprehensive plan for development of the street system to meet existing and future travel demands. Changes in this system, street width or other traffic - related issues, such as street name, cannot be done without City Council approval of an amendment to the Thoroughfare Plan. WHY might you use the Thoroughfare Plan Amendment process? You must follow the Thoroughfare Plan Amendment process if you need the width or alignment df a street on the Thoroughfare Plan altered in order to accommodate your proposed development. A thoroughfare amendment is also required if you want to build a street in your development to secondary or major thoroughfare standards or other traffic - related issues addressed in the Plan needs to be resolved. Mr. Thompson stated that this study was very essential in the future development of this light industrial area, and had it not been for the road improvements; i.e., Royal Lane extension and 121 upgrade, we would not be experiencing the recent interest shown in this area. We received your proposal for some realignment of one or more of these thoroughfares several months ago and, as I indicated to you at that time, it was my feeling that the city should obtain an independent study and report on the merits and demerits of this proposal. Within the last few months several property owners, who are members of your association and own property in this area, have also indicated a desire to make some realignment of Freeport Parkway. These proposed changes should also be reviewed by an independent traffic and transportation professional to assess its impact on the thoroughfare system. We would like to request that the Coppell Commercial Landowners Association participate in the cost of this study. The City could undertake the review and selection of a traffic and transportation consultant firm and obtain cost proposals with your association participating in the cost on some pro -rata share basis. Senior Associate Item 14: Presentation by Councilman Morton of legislative changes affecting cities resulting from the Seventy -First Regular Session of the Texas Legislature. Councilman Morton indicated that he would like to withdraw this item and place it an the July 25, 1989 City Council Meeting. Item was withdrawn by Mayor Wolfe. Item 15: Discussion and consideration of authorizing the City Manager to enter into a contract for professional services with Kimley -Horn and Associates, Inc. for the technical Traffic /Transportation Engineering Review, analysis and recommendations on the proposed freeway design on SH121 between the city limits line to the south and Denton Creek to the north for an amount not to exceed $8,000. Following discussion on this item, Councilman Morton moved that the Council authorize the City Manager to enter into a contract with Kimley -Horn & Associates for technical Traffic /Transportation Engineering Review analysis. Councilman Cowman seconded the motion; motion carried 6 -0 with Mayor Pro Tem Wilkerson, Councilmen Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Item 16: Discussion and consideration of authorizing the City Manager to solicit technical professional Traffic /Transportation Planning and Engineering Services for the study of the City of Coppell's current Major Thoroughfare Plan west of Denton Tap Road and recommending necessary changes. City Engineer Russell Doyle made the presentation to the Council stating that the City has received two (2) requests to revise or modify the City's current Thoroughfare Plan. Following discussion on this item, Councilman Thomas moved that the City Manager be authorized to solicit technical professional services for the study of the City of Coppell's current Major Thoroughfare Plan, and that developers be contacted to participate in this project. Councilman Cowman seconded the motion; motion carried 4 -3 with Councilmen Cowman, Morton and Thomas voting in favor of the motion; Mayor Pro Tem Wilkerson and Councilmen Robertson and Nelson voting against the motion. Mayor Wolfe broke the tie voting in favor of the motion. Item 17: Consideration of appointing a City Council Study Committee .:onsisting of three (3) Councilmen to investigate advantages and disadvantages and /or concerns with economic /development Project Mercury - requested by Mayor Wolfe. Mayor Wolfe stated that this item would be withdrawn and placed on the July 25, 1989 City Council Meeting. Item 18: Consideration of approving a variance to the sign ordinance allowing the temporary placement of a sign on Denton Tap promoting the Texas A&M Project- requested by Mayor Wolfe. Following discussion on this item, Councilman Morton moved that a variance for the placement of a sign on the North Texas Regional Training Center site be approved for a period of six (6) months from July 18, 1989. The sign will have dimensions of eight (8') feet by sixteen (16�) feet. Councilman Nelson seconded the motion; motion carried 6- 0'with Mayor Pro Tem Wilkerson, Councilmen Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Drawer COG Arlington, TX 76005 -5888 Subject: West Side Thoroughfare Plan update for the City of Coppell Dear Dan: This letter confirms our recent discussions concerning the assistance of the North Central Texas Council of Governments ( NCTCO(3) in the West Side Thoroughfare Plan Update Study for the City of Coppell. The agreement between Barton- Aschman Associates, Inc. (BA) and NCTCOG would be to provide the scope of services summarized below, SCOPE OF SERVICES 1. Furnish BA with link, node, and centroid connector maps, link listings, and all other necessary data for BA to code the Coppell network for use in TRANPLAN model. 2. Calibrate TRANPLAN network using 1986 data. 3. Test current Thoroughfare Plan for the City of Coppell using calibrated model and year 2010 data, provide volume plots and volume -to- capacity plots. 4. Test two alternative networks for the City of Coppell using calibrated model and year 2010 data. Provide volume plots and volume -to- capacity plots for each alternative. S. Provide intersection node turning movement data (up to 30 nodes) for each of the two alternative networks tested in 4. above. PROJECT SCHEDULE NCTCOG will begin work in the first week of October, 1989. The scope of services presented above will be completed with 60 calendar days after the starting date. FEES FOR SERVICES AND METHOD OF BILLING Fees and expenses for completing the Scope of Services outlined above will be based on NCTCOG's hourly rates, current at the time of performance, for staff services rendered. The total cost will not exceed $10,000, of which the total cost billable to BA will not exceed $5,000. The remaining $5,000 will be compensated from the City of Coppell's Technical Assistance Budget. Invoices will be submitted to BA monthly for coats incurred during the preceding month. BA will include NCTCOG's invoice with BA's regular billings to the City of Coppell. BA will make payment to NCTCOG within ten (10) days following receipt of payment from the City of Coppell. n
