To accomplish the necessary review and analysis requires outside technical professional Traffic /Transportation Planning and Engineering services. The attached summary memo by the City Engineer provides the background and recommended process and timeline for securing these needed professional services. The Highway Department is pressing for this information, and we have been attempting to identify funds which we could undertake or secure for this assistance. Frank Trando in concert with Boyd London has rendered an opinion that the CIP funds can be used for this purpose. We, therefore, are requesting that you authorize us to proceed with securing the services of Kimberly -Horn & Associates to undertake this transportation and traffic engineering review and analysis. Estimated amount is $8,000. As indicated in the memorandum from Alan Johnson, CIP funds are available for this purpose. CITY MANAGER'S COMMENTS AND /OR RECOMMENDATIONS ITEM #16 CITY COUNCIL MEETING 7 -11 -89 SOLICITATION OF TECHNICAL AND PROFESSIONAL TRAFFIC TRANSPORTATION, PLANNING, AND ENGINEERING SERVICES. We are requesting your authorization to seek proposals for professional traffic, transportation, planning, and engineering services for a study of our major thoroughfare plans west of Denton Tap Road. As you are aware, we have attempted to organize the light industrial property owners in the west part of Coppell to assist with the development of this light industrial area. The Coppell Light Industrial Property Owners Association has submitted a thoroughfare plan to us which deviates from the transportation plan as shown in the City of Coppell Comprehensive Plan. We have also been contacted by other property owners on the West side of Coppell who want to secure approval of final alignments of such roads as Freeport Parkway. You will also recall there has been some discussion about changing thoroughfare plan designation of Bethel Road, particularly in the vicinity of the old area of downtown Coppell. We believe that this question should be addressed by professional planning and engineering services to ensure proper traffic flow. We, there- fore, recommend and request that you authorize us to secure these proposals. We roughly estimate $30,000 would be required. To fund this study, we propose to use funds from the streets and drainage CIP account for this purpose and will seek your formal approval at the time we award a contract for this work. TO: MR. RATLIFF FROM: Russe yDyle DATE: July , 1989 RE: Recommendation for a process to select a Traffic /Transportation Engineering Consultant Firm for the Study and Recommendation of necessary changes to the Major Thoroughfare elan for the area west of Denton Tap Road. As requested in your June 19, 1989, memo (copy attached), this is subject recommendation. Attached is a timeline of events recommended for the selection of a Transportation /Traffic Engineering Consulting firm to study and recommend necessary changes to the Major Thoroughfare Plan for the City of Coppell for the area west of Denton Tap Road. It is requested that this process and timeline be reviewed and commented upon by staff and City Council for timing, acceptability, etc., so that all those related to this process will be a part of the effort from its beginning to when recommendations are made. This study is necessary to respond to the request of the Coppell Commerical Landowners' Association to modify the Current Major Thoroughfare Plan. Attached is both the Current Plan as recommended by J. T. Dunkin and Associates, Inc., and the requested modification by the Landowners' Association. Additionally, attached is a copy of a request submitted by NCH Corporation dated April 28, 1989, for an Adjustment to the Major Thoroughfare Plan by shifting the alignment of Freeport Parkway north of Bethel Road from the location in the current plan to the west as depicted in red on the attached copy of the current Major Thoroughfare Plan. As requested, rather than conduct a full solicitation for consultants, we have conducted a phone survey of cities in the metroplex and compiled a short list of consultants having expertise in these areas. The short list is provided below. From this list and any that should be added, staff will by an RFP (Request for Proposal) letter solicit proposals from these firms for this effort to consider these two requests (and /or others) for a modification to our current Major Thoroughfare Plan and provide recommendations toward either accepting the modifications as presented, remaining with our current Plan, or some hybrid plan combining the best of all presented in the best interest of the City of Coppell. Since it was requested that a scope of work be prepared, Staff requested two firms to furnish a scope of work. One was by KIMLEY -HORN AND ASSOCIATES, INC., presented as their Phase II and the other was by DeSHAZO, STAREK & TANG, INC. with the consent of the submitting firm, the more detailed scope of work by DeSHAZO, STAREK & TANG, INC., will be furnished with the City of Coppell's RFP letter; but the letter will permit the latitude for the responding firms such that in their experience and expertise, if they want to approach the study and recommendation from another perspective using other state -of- the -art, generally accepted transportation, planning and engineering practices and /or models, then they can submit their own proposal to the selection committee made up of both technical and policy -maker people. This flexibility allows for innovation, creativity and the use of the state -of- the -art available of the responding consultant firms and they aren't necessarily limited in scope by the experience and expertise -2- of generalists staff members. Ratliff, City Manager SUBJECT: Thoroughfare and Transportation Study West of Denton Tap Road In accordance with an opinion provided by Boyd London, we can conduct subject studies from the approved CIP funds. Please initiate action to secure City Council's approval to seek proposals to revise the City of Coppell's thoroughfare plan and accomplish the following: 1. Study and recommend necessary changes to the major thoroughfare system for the area west of Denton Tap. 2. Review and develop recommendations for ramps along the Phase I of SH 121 upgrade. 3. Review design of intersections as specified in SH 121 upgrade and submit an opinion and recommendation to the Coppell City Council and State Highway Department of the most efficient and effective interchange design. Councilman Morton indicated that he would like to withdraw this item and place it on the July 25, 1989 City Council Meeting. Item was withdrawn by Mayor Wolfe. Item 15: Discussion and consideration of authorizing the City Manager to enter into a contract for professional services with Kimley -Horn and Associates, Inc. for the technical Traffic /Transportation Engineering Review, analysis and recommendations on the proposed freeway design on SH121 between the city limits line to the south and Denton Creek to the north for an amount not to exceed $8,000. Following discussion on this item, Councilman Morton moved that the Council authorize the City Manager to enter into a contract with Kimley -Horn & Associates for technical Traffic /Transportation Engineering Review analysis. Councilman Cowman seconded the motion; motion carried 6 -0 with Mayor Pro Tem Wilkerson, Councilmen Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Item 16: Discussion and consideration of authorizing the City Manager to solicit technical professional Traffic /Transportation Planning and Engineering Services for the study of the City of Coppell's current Major Thoroughfare Plan west of Denton Tap Road and recommending necessary changes. City Engineer Russell Doyle made the presentation to the Council stating that the City has received two (2) requests to revise or modify the City's current Thoroughfare Plan. Following discussion on this item, Councilman Thomas moved that the City Manager be authorized to solicit technical professional services for the study of the City of Coppell's current Major Thoroughfare Plan, and that developers be contacted to participate in this project. Councilman Cowman seconded the motion; motion carried 4 -3 with Councilmen Cowman, Morton and Thomas voting in favor of the motion; Mayor Pro Tem Wilkerson and Councilmen Robertson and Nelson voting against the motion. Mayor Wolfe broke the tie voting in favor of the motion. Item 17: Consideration of appointing a City Council Study Committee consisting of three (3) Councilmen to investigate advantages and disadvantages and /or concerns with economic /development Project Mercury - requested by Mayor Wolfe. Mayor Wolfe stated that this item would be withdrawn and placed on the July 25, 1989 City Council Meeting. Item 18: Consideration of approving a variance to the sign ordinance allowing the temporary placement of a sign on Denton Tap promoting the Texas ABM Project- requested by Mayor Wolfe. Following discussion on this item, Councilman Morton moved that a variance for the placement of a sign on the North Texas Regional Training Center site be approved for a period of six (6) months from July 18, 1989. The sign will have dimensions of eight (8') feet by sixteen (16') feet. Councilman Nelson seconded the motion; motion carried 6 -0 with Mayor Pro Tem Wilkerson, Councilmen Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Page 6 of 9
