Re: Coppell Aquatic Center / Andrew Brown Park
As Floodplain Administrator for the City of Coppell, I have reviewed the location of
the proposed Aquatic Center, including outdoor pools and fences, in relationship to the
existing floodplain for the City of Coppell as shown on Community-Panel Number
480170 0010 E, as revised April 15, 1994. Because there appears to be some slight
encroachment of the fencing/outdoor pool into the existing floodplain, the City of
Coppell has retained the services of Albert Halff and Associates to perform the
necessary studies to allow the City to do a minor reclamation along the north side of
the proposed Aquatic Center. While current Federal Emergency Management Agency
(FEMA) ordinances would allow the minor encroachment, the City of Coppell has
adopted a stricter ordinance which allows no encroachment into floodplains.
Because the encroachment is so slight, it is my opinion that the City will have no
difficulty in obtaining the necessary approvals from FEMA to allow the reclamation of
a small portion of land along the north side of the Aquatic Center. All elevations
associated with the Aquatic Center will be a minimum of 2 feet above the adjacent
floodplain elevations according to the City of Coppell Floodplain Ordinance.
