A verbal result which I received from Howard on the results of
the test performed by TRA, is that the material currently has a
flashpoint of 139° The allowable limit is 140° This means if
it cannot be used for its intended purpose and must be disposed
of at a facility, we must have it incinerated. Incineration would
be extremely costly.
My recommendation, since the product (RC-2's) has not completely
solidified, is to utilize it in a manner of its intended use. The
barrel can be emptied into the base stockpile and mixed into the
base which creates a useable product frequently used by the State,
black base. Black base is liquid asphalt stabilized material.
Ail solid foreign materials such as the buck.et, etc. will be removed.
Solids will be considered nonhazardous with a parrallel being asphalt
shingles.
Please advise if this recommendation is to be implemented.
