CF-West Service-CS 890703July 3, 1989 TO: Steve Goram, Director of Public Works FROM: Per Birdsall, Street Superintendent RE: Hazardous Waste Disposal COPPELL PUBLIC WORKS MEMORANDUM I contacted the Texas Water Commission in Duncanville they refered me to their complaince assistance unit in Austin at 512-463-8175. The compliance assistance unit (CAU) informed me that for a "one time" disposal they could give authorization over the phone; that a waste code number is not required for us to be able to go out for bid; that no manifest is required; that an analysis of the substance would be needed to locate the appropriate disposal facility. The CAU then refered me back to Duncanville. Tim Sewell of the TWC in Duncanville said that we need to make a hazardous waste determination. The flashpoint seems to be the major consideration for this material. He gave me the following disposal company numbers. Chemical Reclamation Avalon, Texas (Southern Ellis Co.) 214-627-3243 HEAT (Heat Energy Advanced Technology) Dallas 214-637-6434 Gibraltor at 214-877-3227 Rollins Environmental Services- Houston 713-479-6001 (closest incinerator) According to the information received, RC-2 (tack) after curring (evaporation of naptha), the material is no longer considered hazardous and could be disposed of at most a Class I disposal facility. We can get the material analyzed by TRA for a charge of $25.00, by bringing a half quart sample (liquid portion) to them anytime.
