In order to make the most of the existing resources, the City is implementing a pavement management tool to track the performance of the roadway network over time in accordance with the Government Accounting Standards Board Statement 34 (GASB 34). GASB 34 recommends the assessment of pavement condition every 2 to 3 years. Fugro Consultants, Inc. (Fugro) was contracted by City of Coppell to provide data collection for 100% of the road network currently maintained by City of Coppell. This survey was conducted using an automated system that collects pavement distress information and images, ride quality measurements, right-of-way images, and rut depth measurements mounted on a host data collection platform. The use of an automated system for data collection is an integral component of the city’s ability to objectively compare condition across the network. This information is then converted to ratings or indices for the city’s roadway network providing for normalized comparisons from one section to the next. These indices are then used to report the health of the road network in terms of condition scores. Furthermore, the indices facilitate decision making for selecting the appropriate treatment and timing for maintenance, rehabilitation, and reconstruction (M&R) strategies provided in this report for the five years from 2012 through 2016. In addition to the pavement condition survey, sidewalks, curb, and gutter, and shoulders were inventoried per road segment for each roadway included in the pavement condition survey. Background The MicroPAVER™ software selected by City of Coppell provides a complete pavement management system (PMS). This system has been selected by many cities and counties in Texas and throughout the United States to provide pavement management functions for reporting condition, selecting projects in multi-year planning horizons, and developing estimated projections of treatment type and costs on a project-by-project basis over the planning horizon. In addition to the basic needs of asset management for cities and counties, more emphasis is placed on these systems thanks to the GASB 34 approved by the Government Accounting Office (GAO). The GASB 34 statement directly ties an agency’s bond rating to management of all their publicly owned assets of which pavements are a large part and in some cases, the largest asset owned by the agency. The MicroPAVER™ pavement management system has the capability required to meet these needs. The software chosen by the city for this project is compliant with ASTM D6433-07 for Pavement Management. - 1 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services Project Objectives This project was initiated to perform pavement condition surveys for the City of Coppell, the reporting of the health of the road network at the time of the survey (2011), and development of network-level work plans for the next five years (2012 through 2016). Key tasks in this implementation process included: A. Review network definition for accuracy and develop parameters for data collection through the network. B. Conduct pavement condition surveys and ride quality measurements. C. Develop, Utilize, and Implement the MicroPAVER™ asset management system to analyze the city’s current pavement. D. Prepare a report of the work conducted including background, execution, findings, conclusions, and recommendations for a five-year network-level maintenance plan. E. Develop Right-of-Way asset inventory of curbs and gutters, sidewalks, and shoulders. This report documents the activities conducted for the pavement condition survey of the City of Coppell’s network. It is intended to provide sufficient information to assist City personnel in adding to the new database as the pavement network continues to grow. Discussion of the various inputs defined for initiation of the systems use are provided along with methods for editing these inputs so that, as the city’s use of the system evolves, the system can be adapted accordingly. System reports have been produced summarizing the existing pavement condition (2011), and network-level Maintenance & Rehabilitation (M&R) recommendations based on the existing conditions and policies defined by the City. Future monitoring needs are also discussed noting the requirements for maintaining the database and ensuring validity of the results into the future. As previously mentioned, updates will be required to note additions to the pavement network, enhancements in the maintenance policy (to more accurately reflect practice), and changes in the condition of existing streets to track variations over time. The following sections address the different activities performed. It is important to recognize that the implementation of an effective system is an evolving process requiring feedback, and continuous fine-tuning to allow the system to best respond to the agency’s needs. - 2 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services DATABASE INTEGRATION Network Integration The first step in the implementation process was to verify and define the roadway network under the city’s jurisdiction. In this initial phase, each street or branch of the network was identified along with its pertinent properties (age, dimensions, maintenance, and rehabilitation status). Having an updated inventory is crucial for the implementation of a PMS and, in most cases, the process can be challenging and time consuming. A time consuming activity in the network definition process is confirmation of the existing inventory information for each street. The City of Coppell provided a Geographic Information System (GIS) database of the roadway inventory. This data was used to develop the MicroPAVER™ pavement management system and also for navigation during the automated data collection. The GIS database had to be reviewed and discrepancies reconciled prior to data collection thus allowing for smooth data collection once in the field. The GIS database was reviewed and discrepancies reconciled. The section limits and street names were corrected where necessary, additional sections were added, and any duplicates or sections no longer in existence were removed. The surveyed roads included in the budget analysis consisted of 2,434 pavement management sections accounting for approximately 150 centerline miles of roadway and 67 miles of alleyways. The estimated total test mileage is approximately 240 miles. A listing of observations from the field crew regarding roads that are no longer in existence, under construction, or not testable for other reasons are included in Appendix A. Inventory Information The inventory information in the GIS included construction dates, lengths, widths, street names, “from” street and “to” street along with other available information such as functional classification and surface type. FIELD DATA COLLECTION AND ANALYSIS Automated Distress Data Collection The Fugro automated distress vehicle (ADVantage) was utilized for the collection of distress and ride information for the entire 240 miles of network surveyed. The data was collected for the outside lane in one direction for undivided roadways and in all lanes in both directions for divided and multilane arterial/collector roadways. The automated system used for - 3 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services data collection is highly repeatable and does not have issues with subjectivity, as often is the case with manual surveys. The ADVantage system (Figure 1) uses high-resolution cameras to cover 13 feet of pavement in one pass at the posted speed limit up to 75 mph. Figure 1. Fugro ADVantage Digital downward images of the pavement surface were collected (4096 (H) pixel resolution). Each image was processed electronically (Figure 2) to provide pavement distress summaries tabulated for the length of each road. Figure 2. Distress Rating Software (PCC) - 4 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services The following PCC distresses were extracted from the images: 1.) Cracked Slabs, 2.) Shattered Slabs, 3.) Corner Breaks, 4.) Large & Small Patching, 5.) Blowups, 6.) Corner Spalling, 7.) Joint Spalling, and 8.) Faulting (from profile). For the AC surfaced roadways, the following distresses were extracted from the images: 1.) Alligator Cracking, 2.) Longitudinal Cracking, 3.) Transverse Cracking, 4.) Block Cracking, and 5.) Patching, in accordance with the distress definitions developed by the Corps of Engineers (COE) and adopted by MicroPAVER™. Standard definitions for these distresses are included in ASTM E 1778, Standard Terminology . Relating to Pavement Distress The pavement images were stored on portable Universal Serial Bus (USB) Drives for transfer to the city. The images can be used for subsequent evaluations and comparisons as deemed appropriate by the city. The purpose of the automated distress data collection is to determine the general distress characteristics of each of the roadway segments in this project in terms of Pavement Condition Index (PCI) scores. The automated distress data collection was performed in accordance with ASTM Standard E-1656, Standard Guide for Classification of , utilizing a Class 1 device as defined by the Automated Pavement Condition Survey Equipment specifications. Profile Data Collection Transverse Profile data was collected using a five-sensor profiler to locate the presence of ruts or other irregularities in the cross-slope of the city’s roads. The purpose of the transverse profile testing was to determine the rutting characteristics of each of the roadway segments profiled. The transverse profile data collection was performed in accordance with ASTM Standard E-1656, Classification of Automated Condition Survey Equipment. Transverse profile was collected every inch with all five sensors and summarized at 10-foot samples intervals. The average “rut depth," for the 10-foot intervals, was estimated for each wheel path. This data was further summarized into pavement management sections as defined in the city’s inventory file. Longitudinal Profile data was collected simultaneously with the Transverse Profile. Data for vehicle dynamics and height above the pavement are collected continuously and summarized as pavement profile elevations every 0.5 feet for both wheel paths. The International Roughness Index (IRI) is computed from the profile elevation data and summarized at 50-foot intervals. The IRI values were then reported as an average IRI value for each pavement management segment. The purpose of the longitudinal profile-testing program is to determine the general ride characteristics of each of the roadway segments profiled. The IRI value is reported in inches of roughness per mile. The longitudinal profile-testing program was performed in accordance with ASTM Test Standard E950, Standard Test Method for Measuring Longitudinal Profile of Traveled - 5 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services Surfaces with an Accelerometer Established Inertial Profiling Reference. The Fugro profiler is a Class 1 device as defined by specifications. The profile data collected and provided to The City of Coppell is in the form of the IRI, which is used worldwide to evaluate the ride of streets and highways. The larger the IRI is, the rougher the street will be. A newly paved street meeting the most stringent specification will have a value of approximately 40 inches per mile. The IRI information has been provided in the MicroPAVER™ database. IRI Roughness Scale (Sayers, et al., 1986) Arterial roadways have higher posted speeds and as such will feel rougher for a particular IRI measurement. Local roadways have the lowest posted speed limits and will not feel as rough for an identical IRI value for an arterial roadway. This does not mean that the measurement of the roughness is incorrect, only that the roughness of the surface of the roadway “feels” rougher with increases in speed. - 6 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services During data collection, several common conditions on the city roadways affected the ride measurements. These conditions included manholes, water valves, patches, utility patches, inlets, cracking, and rough intersections. The exact effect of these factors can vary. A listing of observations from the field crew regarding roads that are no longer in existence, under construction, or not testable for other reasons are included in Appendix A. Data Analysis and Quality Control Fugro conducts quality control measures in the field, to ensure accurate and consistent data. These procedures are standard practice for our automated data collection services and include proper cleaning of the camera lens for the capture of quality digital images, navigation by GPS using the GIS system onboard to prevent survey inaccuracies, and the use of imaging software to allow manual review of the digital images to further ensure accuracy. Calculation of Condition Scores The MicroPAVER™ system calculates a Pavement Condition Index (PCI) for each pavement section. This index uses a scale from 0 for a failed pavement to 100 for a pavement in perfect condition. PCI is based on the type, severity, and extent of surface distress. The distress types collected for this condition survey include fatigue cracking, block cracking, linear cracking, and rutting. Each of the distress types (cracking and rutting) and severities (low, moderate, and high) has separate deduct values for a range of extent. Deduct values are distress specific as various distress types can influence how a pavement performs. Typically, the more serious the crack type, the greater the extent on the pavement surface and the more severe the crack width, the greater the influence the cracking should have on reducing the pavement score. Typically, deduct values for fatigue cracking or cracking in the wheel path are higher or result in lower pavement condition scores when compared to the same severity and extent for cracking such as those associated with the environment, for example transverse cracking. The deduct values used are based on the Corps of Engineers PAVER distress rating system (ASTM D6433-99). There are other distress types defined in the PCI methodology associated with pavement surveys that influence pavement rideability. These include bumps/sags, depressions, corrugations, swells, railroad crossings, and shoving. With the Fugro ADVantage, these are collected as part of the pavement profile or IRI calculation. The pavement PCI and functional classifications of the roadways were used to prioritize and select treatment types for the maintenance and rehabilitation. The PCI and distresses present were used to determine the - 7 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services maintenance or rehabilitation treatment that would be applied based on a designated condition level. A complete listing of the condition scores for each section is provided in Appendix B sorted by PCI condition and also by Street Name. Graphical representation of the PCI using the GIS and showing the PCI scores for each of the sections are provided in Appendix C. Another helpful tool to use when analyzing the condition of pavement network is the Overall Condition Index (OCI). The OCI is a condition that combines the PCI and IRI information into one aggregated score. In order to compute a weighted average score a transfer function is applied to the IRI to obtain a 0 to 100 score designated as the Ride Condition Index (RCI). For segments with an IRI score less than 40 and RCI score of 100 was applied and for all segments with IRI scores greater than 800 and RCI of 0 was applied, with a linear relationship between these two boundary conditions. A weighted average is then calculated with an 80% weight given to the PCI and a 20% weight given to the RCI. What is produced is an OCI score on a scale of 0 to 100. The OCI scores for Coppell can be found in Appendix C. Reporting Condition Scores The weighted average PCI based on area for the road network in 2011 for the City of Coppell is 85.2. This network PCI falls in the “Fair” condition rating. With approximately 2,434 pavement management sections included in the analysis, reviewing the condition scores on a section-by-section basis can become quite tedious. Rather than review the section data, the general health of the pavement network can be interpreted by review of the distribution of the data by score. Two popular methods for displaying this information in pavement management systems are bar chart histograms by condition state and cumulative frequency distributions. Pavement condition can be described using subjective ratings such as “Good," “Fair,” or “Poor." These subjective ratings can be defined by assigning a numeric range to each subjective category. Table 1 shows the condition category definitions applied to the pavement scores. Table 1. The overall condition of all four functional classes (Residential, Primary, Secondary, and Alley) is in the “Fair” condition rating. The functional classes, or rank, are defined by the following letters in the MicroPAVER™ database: Residential=E, Primary=P, Secondary=S, and Alley=A. Of the different functional classifications, the percentage of Alley roadways in “good” condition is the least. The condition state graph shows conditions have been maintained at approximately the same condition level for the residential, primary, and secondary classifications. - 9 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services The overall average PCI score for the network was 85 out of 100. On the condition bar charts, “Good” refers to a score between 95 and 100, “Fair” between 85 and 95, Marginal between 75 and 85 “Poor” between 65 and 75, and “Very Poor” less than 65. Figure 5 displays the distribution of the entire AC road network PCI score distribution by functional class and for the overall City of Coppell’s road network for the 2011 survey. The RCI graphs indicate significant differences in roughness distribution compared to distress or PCI. Unlike the PCI distribution that is primarily concentrated in the “Good” and “Fair” condition ratings, the RCI shows a distribution concentrated more heavily around the “Marginal” and “Poor” condition ratings. The primary roadways have the highest percentage of roads in the “Marginal” or higher condition categories. This trend is not unusual for city road networks, as posted speed limits typically trend down from primary, to secondary, to residential. As the speed decreases, so does - 10 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services the user’s perception of rough pavements. At speeds below approximately 45 MPH, modern suspension systems remove most roughness data before it can be translated to the vehicle body thus affecting pavement ride. Given that the reference speed for the International Roughness Index is 50 MPH and that posted speed limits in the city, particularly for secondary and residential roads are much lower, there is not as much concern for roughness of those roads except in the “Very Poor” and perhaps “Poor” categories. RCI = 8000/76 – IRI/7.6, with a minimum value of zero. The same rating ranges for “Good,” “Fair,” “Poor,” and “Very Poor” as for the PCI were considered for the RCI score. They are particularly useful when comparing changes in condition distribution across years. A cumulative frequency distribution is developed by calculating the percent of the network in each condition rating, and then accumulating the percent from 0 to 100. The interpretation is then very straightforward. The closer the slope is to 100 for the condition score, the higher percentage of the network is in better condition. - 12 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services For example, in Figure 8 the cumulative percentage of the residential roads, secondary roads, primary roads, and the overall network are very near each other. This displays the influence the large network of residential and secondary roads has on the calculation of the distribution. The cumulative frequency distribution confirms also displays that the alleys have comparatively the lower scores. This plot shows information much as would be expected for smoothness. The high functional classification roads, primary and then secondary, exhibit smoother ride than the residential roads. This is expected as these road classes typically have higher speeds and therefore smoothness has a larger influence on the traveling public’s perception of the job the city is performing in maintaining their network. The images were then analyzed and processed at the Fugro office in order to extract information for four groups of assets: bridges, sidewalks, curbs & gutters, and shoulders. For each road Section ID, a total distance and percentage of section was calculated. In addition, sidewalk, curb & gutter, and shoulder assets were also distinguished between left side of street and right side of street. The complete listing of assets can be found in Appendix G. Maps of each asset can be found in Appendix H. - 14 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services NETWORK-LEVEL FIVE-YEAR MAINTENANCE WORK PLAN Maintenance Policy The first step in producing a maintenance work plan is to understand the type of work activities currently being used by the city. The list of PCC work activities in the City of Coppell’s protocols is presented in Table 3 below. The objective of developing a quality work plan is to select the right treatment, at the right time, for the correct pavement condition. Table 3. The current maintenance alternatives were selected based on current practices of the City of Coppell. Additional maintenance and rehabilitation (M&R) options can be considered by the City of Coppell and incorporated at any time. These alternatives and their associated costs may be changed at any time to maintain current construction costs. MicroPAVER uses a simple priority-ranking scheme to select pavement sections to be treated. The detailed treatment listings are provided in Appendix E of this report. Priorities were established based upon the pavement section rank and PCI condition. For example, Primary has priority over Secondary, and Secondary has priority over Residential roads. The approved cost estimates developed by Fugro with input from the city for treatments were increased at a rate of 3.0% per year to allow for inflation and increase in cost for the work plan analysis in MicroPAVER. Since AC treatment costs were not available from the city, and partially due to the low percentage of AC roadways within the city limits, Fugro based the AC treatment costs on data from other projects in the surrounding cities. - 19 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services Cost by Condition The activity costs developed by both Fugro and the City were used in conjunction with the decision models listed previously to establish the important Cost by Condition tables for MicroPAVER. The cost by condition table allows MicroPAVER to determine how much it will cost to repair a road at a given PCI score. These tables are particularly important for PCC costs. The reason for this is PCC activities are done mostly on a slab-by-slab basis. This means that a section may need to receive a combination of the available treatments. The cost by condition table allows MicroPAVER to account for these types of combinations when calculating costs for activities. This table also assists MicroPAVER in selecting the appropriate segments for maintenance activities in a given year. The City of Coppell requested a 5-year analysis using the budget totals as indicated in Table 9 below. The yearly budget is divided into four main categories: 1) AC Crack Sealing, 2) AC Repair, 3) PCC Crack Seal, and 4) PCC Street Repair. PCC Street Repair includes patching for PCC sections as well as slab replacement activities. Table 9. These treatments were then plotted on a GIS map to determine which areas of the city required specific treatments. In addition, the software calculates and recommends only work activities that can be funded for an entire road segment. Appendix E contains a project-by-project listing with the estimated cost and Appendix F contains maps of the city with each year’s maintenance plan color-coded by activity type. The analysis performed did not account for emergency repairs required due to flooding, utilities, or over-loaded vehicles. Further improvements in the M&R plan analysis may be made over time with improved performance models. A consistent data collection approach over time will provide the necessary information to develop accurate models that reflect the performance trends in the City of Coppell. - 25 - Report No. 04.3211-2054 Pavement Condition Survey and Pavement and Asset Management Services RECOMMENDATIONS FOR MAINTAINING AN OPTIMAL PAVEMENT MANAGEMENT SYSTEM Several maintenance and rehabilitation scenarios have been run; to not only demonstrate the systems capabilities but also to seek out some early results. It should be noted again that although these reports are informative, this is an iterative process and some effort must be made by the city to seek out enhancements to the maintenance policy to better correspond with the constraints and practices of the city. Typical examples might include adding new treatments or revising cost data as it becomes available, editing the prioritization policy and other similar enhancements. All cost information programmed in MicroPAVER and presented in this report was updated based on information provided by the City of Coppell. Once the system has multiple historical records taken consistently or after each round of inspection, the performance prediction curves should be updated. This will improve the accuracy of forecasting pavement condition and the selection of proper treatments over time. If the city decides to include other treatments in the maintenance activity selection, the software allows these changes. A pavement management system is the best tool to track performance of different types of treatments. It is recommended that the City of Coppell test additional treatments to examine their performance and added value. Maintaining the PMS database current is the most important factor contributing to obtaining reliable results. The MicroPAVER database for the 2011 survey includes a unique field called Section ID. This identifier is common to the asset inventory in MicroPAVER and the NEW_ID field in the city’s GIS file. This field will be necessary for recurrent surveys and must be kept should the GIS database for the city be modified. RECOMMENDATIONS FOR FUTURE MONITORING NEEDS It should also be noted that periodic updates (recommended biannually) are required to the condition database to maintain a current summary of existing condition, enhance performance prediction models and to perform future budget analyses. The city has a complete system and the possibility to enhance it with additional information such as pavement structure, soil classification and additional inventory information. Conditions can change over the course of a year and reevaluation is recommended to maintain current knowledge of these procedures. Periodic back-ups of the database should be performed to insure that the amount of data lost to unexpected causes is kept to a minimum. These backups should be retained for at least three years.
