Conditions at West Service Center in Areas Controlled by
Street Department
Yesterday afternoon I visited the West Service Center facility
and observed the street tack which is stored on the west side of
the yellow building not being handled (controlled) satisfactorily.
As to our phone conversation yesterday, I expressed to you my concern
and advised that immediate clean up must be undertaken to correct
this situation. I hold you responsible for the condition(s) which
exist at the West Service Center that you have control over as
in other areas within the street division.
There is a lack of direction and control regarding the proper use
of this facility as it relates to your department. Exact direction
must be conveyed to your field personnel as to what is acceptable
and to standard.
If you don't have procedures and/or your field supervisory control
can't address situations which can be addressed easily at the time
of occurrence, then you must list out "step by step" each and every
possible scenario so that proper and acceptable results are achieved.
The above is just one situation which has occurred that I have
noticed recently which appears to be, in my opinion, either the
result of insufficient direction, poor supervision in the field
or disregard to the expectations and standards of your division
by your subordinates.
Please address this concern immediately by: 1) reviewing current
procedures for scheduling work, 2) evaluate field supervisory
capabilities and ensure the understanding of that which is desired
by the division Superintendent and Director, 3) convey clearly
to each employee what is expected and the level of performance
required.
Please take corrective action immediately and if you have any
questions or need my assistance, please let me know.
