Jackie, yesterday I visited the West Service Center and observed
that used oil had spilled onto the ground approximately 20 square
feet in front of the Garage and Police lock-up. .This situation
must be addressed immediately by proper methods. I have requested.
the street department to address this in your absence, but will
expect you to follow up, after reading this memorandum, on June
26, 1989 with Per Birdsall, Street Superintend'ent, to ensure that
proper clean up is complete.
It is your responsibility as. Garage Superintendent to ensure that
all waste products resulting from vehicle/equipment maintenance
is handled and disposed of properly for those departments your
function supports.
The storage method at the West Service Center wasn't handled properly.
I expect you to take corrective.measures to ensure that this doesn't
reoccur.
To ensure that the above doesn't reoccur, you are requested as a
minimum to implement the following with the understanding that you
are to ascertain (if not available in your file) all regulations
concerning the proper disposal of materials generated as a result
of your division's efforts: 1) all oil, fluids, etc. are sealed
in drums and are stored in a safe manner until you arrange proper
disposal, 2) disposal is arranged and followed through by the Garage
Superintendent, 3) periodical inspections are performed by the Garage
Superintendent of stored materials until such time disposal is carri'ed
out.
The above should be incorporated into the Standard Operating
Procedures for Vehicle Maintenance and any other items as necessary
by regulations concerning such matters.
