Thanks for visiting last week. As mentioned, we are at a critical point with the TxDOT permit as our construction
crews are completing the onsite paving this week and we really need the permit in-hand. If you remember, our permit
process recently is after we received conceptual approval of the street locations in the late spring/early summer of last
year. During that time, as part of the zoning process, we requested authorization for the locations of the streets to
confirm they were (are) in conformance with the TxDOT design manual. We reviewed the Control of Access locations
along with the Weaving Distances to confirm they met TxDOT’s requirement, and correspondingly received the attached
authorization letter. Below is a general schedule of submittals and responses to the permit application.
June 18, 2012: TxDOT issued conceptual approval of driveway locations per request of city at time of zoning. Analysis
and discussion included weaving distances from the exit ramps along with the Control of Access Zones. Letter indicates
the street connections meet the TxDOT design Criteria
November 26, 2012: KHA submits initial Driveway/Street Permit to TxDOT along with City approval letter.

January 11, 2013: TxDOT sends 1 round comments to KHA. Comments include street geometry for divided entries at
Westhaven Blvd and Wingate. The concern is drivers may be confused about entering into the wrong direction of a one-
way street if the median is too wide.
January 24-May 22: Dialogue between KHA and TxDOT regarding the median configuration on 2 of the 4 drives. (see
comment above).
May 23-June 20: KHA revised street configuration and resubmits plans to TxDOT with median noses less than 15’.
June 20-August 15: KHA/TxDOT review and respond to technical comments. Construction drawing approval seems to
be complete.

August 15: TxDOT responds with three general comments. 1. Merging Traffic (weaving distance from gore point) 2.
Control of Access Restrictions from the gore points 3. Possible project that may affect Westhaven.
August 15: KHA responds with information used to issue letter on June 28, 2012 as the concerns from 8/15 are what
was discussed in Spring of 2012. Street connections are beyond the Control of Access locations, but TxDOT forwards
permit on to District office for Weaving Distance review.
August 26: KHA follows up on District Office review of Weaving distance and provides illustration that required Weaving
Distance is exceeded. Auto reply that Tracy Beck is out of town. Nancy Cline says to contact David Hensley. David says
it is on his list, but is not familiar with the project.
I believe we’ve made a lot of headway in the last two months to finalize the plans; then we received questions that had
been vetted out last year (and the result was our preliminary approval letter.) Permit authorization has become critical
as our paving crews are effectively complete on the onsite work and are about to move off the job. Afterward, our
subdivision will be complete in 60 days or so. We appreciate any help you may provide.
