Request to Review Preliminary Engineering Report for Duck Pond Park
The purpose of this memorandum is to ask for a review of a preliminary engineering report
that was compiled by Bennett Ratliff, of Jones and Carter, Inc. regarding the Duck Pond
Park.
Over the past several years, the actual water level of the pond has decreased with the
addition of siltation material produced through heavy rainfalls and upstream development.
This has resulted in erosion from the northern entry of the park as well as south of the pond
near Bethel School Road. The increased siltation of the pond compounded with the over
abundance of ducks at the pond have negatively impacted the oxygen level of the pond.
In an effort to examine these issues, staff contracted with Jones and Carter, Inc. to analyze
conditions that were present at the pond and to identify possible solutions to correct them. In
an effort to clearly understand all of the issues that are involved with any recommendations
made by the consultant, staff is seeldng a review by the Engineering Department of the
preliminary engineering report submitted by Jones and Carter, Inc.
I am also attaching a copy of a survey that was given to residents that attended a public
meeting on Thursday, April 11, 1996, regarding possible development to the park and
improvements to the pond.
It is our intent to present results from this survey and to provide recommendations for
development of the Duck Pond Park during the Council workshop of May 28, 1996. Any
assistance that you can provide based on review of the Jones and Carter report would be
greatly appreciated.

DUCK POND DEVELOPMENT SURVEY

DEAR FRIENDS OF THE PARK:
Hopefully, you have received notification through the mail regarding a public meeting that
took place on Thursday, April 11, 1996, regarding the future development of the Duck Pond
Park.
Over the past several years, the actual water level of the pond has decreased with the
addition of siltation material produced through heavy rainfalls and upstream development.
This has resulted in erosion from the northern entry of the park as well as south of the pond
near Bethel School Road. The increased siltation of the pond compounded with the over
abundance of ducks at the pond have negatively impacted the oxygen level of the pond.
In an effort to analyze the park and to see what measures would be necessary to correct these
concerns, funding was approved to engage the engineering firms of Carter and Jones, Inc.,
and Industrial Compliance, Inc. to conduct geotechnical testing and analysis to the pond.
As a result of these tests and analysis, Jones and Carter, Inc. has recommended that the pond
be drained and dredged of silt material in order to correct the pond and erosion problems that
currently exist.
Because any development of the park influences you and your family, we are asking for
comments regarding these recommendations as well as additional improvements to the park,
We would ask that you take a few minutes to answer a few questions regarding the Duck
Pond Park. The Leisure Services Department has provided a self-addressed stamped
envelope for your convenience.
Comments from the neighborhood will be incorporated into a presentation that will be made
to the City Council on Tuesday, May 28, 1996, regarding future improvements to the Duck
Pond.

DUCK POND SURVEY
APRIL, 1996
The latest recommendations from Jones and Carter, Inc. have indicated that dredging work of the pond
can be performed in one of two options.
Option 1 would have the pond dredged at one time, which would effectively close the area near the
pond for a period of 90-120 days. Relocation of the duck population would take place as a part of this
development option. Option 1 has been estimated at approximately $50,000 and would allow Dallas
County Road and Bridge District No. 1 to perform this work.
Option 2 would allow for the pond to be dredged into two consecutive phases, allowing for the pond to
be dammed at one end while dredging work takes place at the other section of the pond. Work would
then begin on the other side of the pond. Option 2 would take about 6 months to complete and has
been estimated at approximately $140,000.

In discussions with the Texas Parks and Wildlife Department, they have indicated that the
recommended amount of ducks for a healthy pond equal to the Duck Pond is between 5-10. Please
indicate the preferred number of ducks that you would like to have at this park.
