Sim% Director of Leisure Services April 11, 1996 Duck Pond Public Meeting The purpose of this memorandum is to provide information regarding the public meeting that staff conducted on Thursday, April 11, 1996, at Duck Pond Park. The purpose of this meeting was to allow staff an opportunity to inform residents near the park about results of recent testing at the pond, recommendations regarding dredging of the pond, and other improvements to the park. Turnout for the meeting was good, with a total of twenty residents attending the public meeting. Those representing the city and speaking were Bennett Rafliff, of Jones and Carter, Inc., Peri Kitties, Environmental Health Officer, and Gary Sims, Director of Leisure Services. Residents were presented with information which explained results and recommendations from recent environmental testing of the pond. Among the issues that were discussed by the consultant and city staff were: Causes and possible solutions for the decreased oxygen levels of the pond, Current population of ducks at the pond and recommendations for future habitation, Discussion of various options to provide removal of siltation from the pond and mitigating factors such as construction time, smell of siltation material, removal of ducks during construction, noise, etc., and Future development of the park, and survey to comment on future development. A survey was given to all residents present during the meeting. This survey is asking for input regarding work to remove siltation from the pond, as well as future development that residents would like to see for the Duck Pond. These surveys were accompanied with a self- addressed stamped envelop and instructions on how to complete these forms. It is staff's intent to incorporate the results from the survey into a presentation to the City Council during the May 28, 1996 work session. Staff will be seeking direction from the Council regarding development of the park and future construction to correct immediate problems relating to the pond. As you might recall, staff has received estimates from Jones and Carter for removal of siltation which exceeded $140,000. This estimate is significantly greater than the current funding of $40,000 for the project. We are currently pursuing any other options which could accomplish the project nearer the current funding level. This would include working with Dallas County Road and Bridge District No. 1, utilizing their staff and equipment to accomplish this work as a drainage project. I will continue to keep you informed regarding this matter and will update you on the results from the survey as soon as these are available.
