HISTORY: The property was platted in January of 1996 and does not have any zoning
history.
TRANSPORTATION: Southwestern Boulevard is shown on the thoroughfare plan as a
C4D, a four-lane divided collector street to be built within a 90'~
wide right-of-way. Currently, the street is a two-lane undivided
collector street.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for
light industrial and showroom uses.
DISCUSSION: The proposed request for a confined space rescue and training center was
deemed an atypical use by the Building Official warranting a special use
permit. To be located behind the existing firesStation, this facility will be
an invaluable training facility for the city's fire department.
The confined rescue layout plan shows an interconnected group of
concrete pipes with four wooden structures ranging in height from 5'-5"
to 12'-6". The interior of the site will consist of a backfill with washed
river rock except for areas noted on the site plan. In addition, a smaller
area will be devoted for trench training and an equipment storage facility
will be located on this property. The entire site is proposed to be
screened with a landscaped chain link fence. Therefore, City Council will
have to grant a variance to modify the brick masonry screening
requirement for this facility. Staff requests that additional information be
provided with regards to fencing and the planting material to be used on
all four sides of this site. Elevations of the fence are required, as well as
a detail landscape and irrigation plan. Any existing trees of 8" caliper or
larger must be shown on the plans. Staff suggests that 5 gal. Nellie
Stevens Holly or Elaeagnus at 3' oc. be planted against the outside of the
chain link fence, for a total number in the neighborhood of 120 shrubs.
Another issue pertaining to the screening which hasn't been addressed is
the visibility of the wooden structures above the screenwall and shrubbery.
Staff recommends planting trees capable of providing an adequate screen.
Specifically, 3 inch caliper Live Oaks with a minimum height of 12 feet
be planted every 40 feet around the outside of the chain link fence, for a
total of 8 additional trees.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the special use permit subject to the
following conditions being met:
1) Provide dimensions on the Site Plan.
2) Submit a detailed Landscape Plan showing approximately 120, 5
gal. Nellie Stevens Holly or Elaeagnus planted on 3' centers, and
eight, 3 inch caliper Live Oaks of a minimum height of 12 feet be
planted every 40', along the west and north property lines from the
most northerly oak tree on the west line to the northeast corner of
the existing fence around the water tower.
3) Furnish a detailed Irrigation Plan.

4) City Council grant a variance modifying the screening
requirements to allow a chain link fence for this facility with solid
landscape screening as specified.
5) Provide a detailed building and fence elevation.
6) Show adjacent property owners and zoning.
7) Show screening fence on all submitted exhibits.

2) Recommend disapproval of the request
3) Recommend modification of the request
4) Take under advisement for reconsideration at a later date.
