Deforest Road(MacArthur Blvd.to Windsor Estates)Project#ST 05-01; 2. Southwestern Boulevard(Coppell Rd.to east side of Grapevine Creek bridge)Project#ST 07-01. Enclosed is a General Scope of Services, which outlines the information to be submitted, the evaluation criteria and the general scope of work for the design of the project. No costing information should be provided relative to the submittal of qualifications. Also enclosed are location maps for the two proposed projects. If your firm is interested in pursuing one of these street projects, please provide five copies of your qualifications no later than 5:00 p.m. Friday, June 29, 2007. Qualification statements should be limited to ten pages or less. Once the qualifications have been received, the actual review will be conducted between July 2 and July 27, 2007. If the process stays on track, it is anticipated that contracts could be awarded for the two projects at the August 21, 2007 City Council meeting. This allows additional time for the City to meet with the firms and negotiate contracts. All cost information will be negotiated with the consulting engineering firm that, in the City's opinion, will provide the best service to the City in the design of the project. Obviously, if the City cannot negotiate a contract with that firm then we will move to the next qualified firm. Project Engineer Attachments: General Scope of Services Exhibits GENERAL SCOPE OF SERVICES DESIGN SERVICES for THE CITY OF COPPELL The City of Coppell is seeking qualifications for engineering design associated with: ➢ Deforest Road MacArthur Blvd. to Windsor Estates, ➢ Southwestern Boulevard Denton Tap Rd. to Coppell Rd. • Qualification information should contain,but not be limited to,the following information: 1) A general overview of the project as you would approach the design. 2) The related experience of your firm and also the specific experience of personnel that will be assigned to the project. 3) A management plan, including identification of the project manager and key personnel assigned to the project. Background information on the people that will be working on the project should be included. 4) A list and status of all current activity or recently completed activity within the City of Coppell. The list should include all public or private work. If there are no recent projects please include the last public or private project your firm has completed within Coppell regardless of when it was designed. If your firm has not performed any work within the City of Coppell, please provide information on other local projects. • The Evaluation Criteria: All request for qualifications will be thoroughly evaluated by the City. Contracts will be awarded to the responsible firms whose qualifications are determined to be the most advantageous to the City considering,but not limited to,the following factors: 1) Understanding of the project. 2) Ability to assign necessary personnel to complete the project in a timely manner. 3) Qualifications of personnel assigned to the project. 4) The firm's prior experience with projects of this type. 5) The City's past experience with the firm. Page 1 of 2 GENERAL SCOPE OF SERVICES for DESIGN SERVICES for THE CITY OF COPPELL • General Scope of Work for the Design: A detailed scope of work will be established as part of the contract with the selected firms. The following list should be used as a guide in developing your project approach and will be the basis of the detailed scope: 1) Obtain and utilize all existing data from the City. 2) Perform all necessary field surveys to accomplish the required design including establishment of vertical and horizontal control. 3) Obtain necessary soil borings and determine soil conditions at specific locations along the proposed route utilizing that information to make recommendations on subsurface design. 4) Prepare cost estimates for the project. 5) Design and prepare construction drawings and specifications for the project. 6) Bridge design and approach to construction. 7) Prepare all necessary documents for right of way acquisition. 8) Assist in the preconstruction bidding, review, and award of the construction contract. 9) Provide requested technical assistance and site visits during the construction of the project. 10) Upon completion of the project, provide a set of reproducible as-built drawings and CAD files. 11) Hydraulic analysis of Grapevine Creek at the bridge crossing on Southwestern Blvd. preparation of documents for submittal to FEMA for LOMR as required.
