Dear Mr. «NAME»:
In November 1999 the citizens of Coppell approved a bond sale consisting of several capital improvement projects. The
funding for the projects will be provided over the next 5 to 7 years. On May 9, 2000 City Council approved the sale of funds
for the first year of the bond program. The initial sale includes three street project designs and miscellaneous drainage
projects. The street and drainage projects are as follows:
1. Bethel Road from Freeport Parkway to the west city limits;
2. Coppell Road from Sandy Lake Road to Bethel Road;
3. West Sandy Lake Road from Denton Tap Road to State Highway 121; and
4. Various drainage projects.
With this letter I am providing copies of the Capital Improvement Program Project Request Form which provides a project
description, project justification and an exhibit showing the general location. All estimated costs associated with the projects
have been removed from these forms. If your firm is interested in pursuing one of the three street projects, please provide
five copies of your qualifications no later than 5:00 p.m. Friday,June 23, 2000.
Once the qualifications have been received, the actual review will be conducted between June 26 and July 14, 2000. If the
process stays on track, it is anticipated that contracts could be awarded for the three projects at the August 8, 2000 City
Council meeting. This allows additional time for the City to meet with the firms and negotiate contracts.
While the General Scope of Services being provided does ask for general knowledge of the projects, please be advised that
no costing information should be provided relative to the submittal of qualifications. All cost information will be negotiated
with the consulting engineering firm that in the City's opinion will provide the best service to the City in the design of the
project. Obviously, if the City cannot negotiate a contract with that firm then we will move to the next qualified firm, and
so forth until a negotiated contract can be arrived at.

GENERAL SCOPE OF SERVICES
for DESIGN SERVICES

THE CITY OF COPPELL
The City of Coppell is seeking qualifications for engineering design associated with:
➢ West Sandy Lake Road from Denton Tap to S.H. 121
➢ Bethel Road from Freeport Parkway to west city limits
➢ Coppell Road from Sandy Lake to Bethel Road
• Qualification information should contain, but not be limited to, the following
information:
1) A general overview of the project as you would approach the design.
2) The related experience of your firm and also the specific experience of personnel
that will be assigned to the project.
3) A management plan, including identification of the project manager and key
personnel assigned to the project. Background information on the people that will
be working on the project should be included.
4) A list and status of all current activity or recently completed activity within the
City of Coppell. The list should include all public or private work. If there are
no recent projects please include the last public or private project your firm has
completed within Coppell regardless of when it was designed.
• The Evaluation Criteria:
All request for qualifications will be thoroughly evaluated by the City. Contracts will be
awarded to the responsible firms whose qualifications are determined to be the most
advantageous to the City considering, but not limited to, the following factors:
1) Understanding of the project.
2) Ability to assign necessary personnel to complete the project in a timely manner.
3) Qualifications of personnel assigned to the project.
4) The firm's prior experience with projects of this type.
5) The City's past experience with the firm.
• General Scope of Work for the Design:
1) Obtain and utilize all existing data from the City.

2) Perform all necessary field surveys to accomplish the required design including
establishment of vertical and horizontal control.
3) Obtain necessary soil borings and determine soil conditions at specific locations
along the proposed route utilizing that information to make recommendations on
subsurface design.
4) Prepare cost estimates for the project.
5) Design and prepare construction drawings and specifications for the project.
6) Prepare all necessary documents for right of way acquisition.
7) Assist in the preconstruction bidding, review, and award of the construction
contract.
8) Provide requested technical assistance and site visits during the construction of the
project.
9) Upon completion of the project, provide a set of reproducible as-built drawings.

PROJECT DESCRIPTION

West Sandy Lake Road currently exists as a 2-lane asphalt roadway from Denton Tap Road westward to S.H.
121 approximately 11,000 linear feet. The road will be constructed as a 4-lane divided boulevard with
improved drainage. The intersections of both north and south Coppell Road will be smoothed out to provide
for better traffic movement through this area.
PROJECT JUSTIFICATION
Criteria Explanation
Currently, the County is working on the section east of MacArthur Blvd. and the City is working on the
section between MacArthur Blvd. and Denton Tap Rd. This section of Sandy Lake Road will become the
front door entrance into the Grapevine Mills Shopping Mall. I am unsure of the actual impact of the
Grapevine Mills Shopping Mall on Sandy Lake Road, but it is safe to assume that the road itself will begin
to experience cut-through traffic accessing the mall and peripheral spin-off developments. The road itself is
already in bad repair needing constant maintenance attention and increased traffic will only accelerate the
need for increased maintenance dollars along this section of the roadway. In addition to the potential impact
from Grapevine Mills, the increased residential development along this section of the roadway has led to an
increase in traffic volume and an increase in traffic complaints.
Consequences/Options
Without the reconstruction, the roadway will continue to deteriorate to the point where major
reconstruction dollars will be needed just to maintain the surface in a safe and driveable condition.
