Since we haven’t been able to touch base on the phone, I’m going to email you the scope for your review. I want to
make sure it encompasses everything you are wanting.
One thing I wanted to note, the total amendment is at approx. $32k. However, $12k of that is for the construction
phase for Coppell Rd. We have approx. $20k for construction phase in our current contract. I’m estimating we’ll need
only $12k for each construction phase. I’d like to drop the amendment from $32k to $24k, and transfer existing
budget. Also, by dropping it to $24k it shouldn’t have to go to Council and we could expedite the process.

Proposed
Construction Phase Coppell - $4,000 (Add $8,000 from existing contract) - $12,000
Construction Phase Bethel - $20,000 (Subtract $8,000 for Coppell) - $12,000

TASK DESCRIPTIONS – SCOPE OF SERVICES
Basic Services (Lump Sum)
Hydraulic Study for Additional Parking - $3,850
A.
This includes analyzing the potential for parking spaces located in the parcel on the northwest
side of Tributary G-1 of Grapevine Creek and Coppell Road. The parcel in question is located
within the 100-year FEMA floodplain. FNI will update the hydraulic models to check that there
are no adverse impacts caused by the proposed parking compared to the FEMA existing
conditions models.
1.FNI will update the post-project hydraulic model with the proposed parking lot grading
developed by FNI.
2.FNI will compare the post-project hydraulic model results with the existing conditions.
This scope of services assumes that the combined proposed parking lot and culvert at
Coppell Road do not cause an increase in water surface elevations compared to existing
conditions. If the proposed improvements do cause an increase in water surface
elevations, additional modeling included in additional services would be required for
mitigation options.
3.FNI will update the floodplain delineations based on the proposed parking lot grading.
4.FNI will include the proposed parking lot in the LOMR text and exhibits for the
Tributary G-1 and Coppell Road crossing.

1.Revise plan set to separate Coppell Rd into its own set. Plan separation will impact

Special Services (Hourly Not-to-Exceed)
The following services are considered special services in addition to the Basic Services that are
provided in the tasks above.
Hydraulic Modeling of Alternatives - $4,000
A.
1.Analyze different hydraulic modeling alternatives (3) to avoid mitigation if possible.
Additional Services -
Freese and Nichols will notify the City if any of the following services will be
necessary to comply with permit requirements. The following services can be provided upon written
authorization by the City.
1.Preparation of a detailed wetland delineation and jurisdictional determination report.
2.Preparation of a pre-construction notification for nationwide or regional general 404 permit
coverage.
3.Preparation of a formal written request for USACE authorization under a letter of permission
procedure.
4.Preparation of a standard individual Section 404 permit application.
5.Preparation of Environmental Information Document, Environmental Assessment, or an
Environmental Impact Statement.
6.Meetings or consultation with the USACE or other resource agencies, except as specifically
noted in the scope of services.
7.If required by the USACE,FNI can assist the City with holding a Public Hearing by
preparing public notices, submitting notices to local newspaper(s); providing verbatim
transcript services, attending the public hearing; and incorporating the hearing record into the
EA.
8.Presence/absence surveys for federally listed threatened/endangered species.
9.Preparation of a mitigation plan to compensate for impacts to waters of the U.S.
10.Application to Texas Commission on Environmental Quality for individual 401 Water
Quality Certification.
11.Application for General Land Office easements.
12.Application for Texas Parks & Wildlife Department Sand and Gravel Permit.
13.Additional field investigations or analysis required to respond to public or regulatory agency
comments.
14.Consultation with the U. S. Fish and Wildlife Service under Section 7 of the Endangered
Species act.
15.Expert representation at legal proceedings or at contested hearings.
16.Mitigation monitoring if required by permit conditions.
17.Monitoring for compliance with permit conditions.
18.Additional modifications to the compensatory mitigation plan.
19.Assist with the payment of an EID processing fee if levied by the USACE.
20.Phase I Environmental Site Assessment.
