Any persons desiring to comment on or correct the minutes are requested to put their comment in writing to Teague Nall and Perkins, Inc. within 10 days of the date of the report. Otherwise the minutes will stand as written. FPS – FREEPORT SOUTH (RUBY ROAD TO WEST SANDY LAKE ROAD) TNP PM - KYLE BENNETT, P.E. Sandy Lake Intersection (same as minutes of Freeport North) Option 1 (six-lane to four-lane transition north of Sandy Lake Road) O Construct 3 lanes in both directions. The southbound inside lane transitions to a dedicated left turn lane at Sandy Lake Rd. Requires southbound thru traffic to merge into the two outside lanes, which matches the current cross section for FPS. This is probably the City’s preferred option; however, Mike Garza will discuss and confirm with Keith Marvin & Ken Griffin. Option 2 (six-lane to four-lane transition south of Sandy Lake Road) O Construct 3 lanes in both directions w/full intersection at Sandy Lake Road (including southbound & northbound dedicated left turn lanes in the median. Would require southbound transition from 3 lanes to 2 lanes to occur on FPS. Kyle Bennett presented a transition layout exhibit. Based on the frequency of median openings south of Sandy Lake Rd, the southbound transition from 3 to 2 lanes would have to occur through adjacent to median openings. This would cause a potential safety concern between merging traffic and vehicles using a left turn lane. 130 ft. wide ROW along FPN, near the intersection, shall be centered on the road alignment. The O length of the 130 ft. ROW is anticipated to be 445 ft., which matches the length required for a potential turn lane. The full 130’ ROW acquisition will be pursued by the City. City prefers to acquire additional ROW along westbound Sandy Lake Rd. for a future dedicated right O turn lane. TNP will evaluate the length required for the right turn lane. Page 1 17304 Preston Road Suite 1340 Dallas, Texas 75252 Phone – 214.461.9867 Fax – 214.461.9864 www.tnp-online.com Revised Layout The outside two lanes for the entire project was shown, based on meeting on 8/8/12. o Western outside curb line will follow the ROW between stations 20+00 and 29+00. The back of curb o will be 1-foot inside the ROW to allow for the additional 12 inches of subgrade width beyond the back- of-curb. Ultimate design (6 lane – divided) will require an 11-foot wide lane for both north and southbound o between stations 19+00 and 26+00. This is due to not having the full ROW width in this area. The median width for the ultimate left turn lane to the Hardman / Sorokwasz properties (station o 22+00) is 3.2 feet wide – which is smaller than the typical width. Several medians have radii that do not meet standards, but were needed because of shortened lengths o between median openings. Hardman / Sorokwasz median opening Mike Garza will review the agreements made with these property owners to determine whether the o median opening needs to be for both properties or just the Hardman property. If the Sorokwasz property was not promised a median opening, then the median opening will be revised o to only include the Hardman driveway. Also, the Sorokwasz driveway will be moved farther north. TNP will prepare driveway exhibit for City to meet with Hardman. o Alford Media median opening TNP showed the ultimate required layout for the Alford Media median opening, which is moving the o driveway to the southern end of the property. This revision is necessary in order to provide adequate transition length from the narrow median at the bridge to the standard median with which allows a fully shielded left-turn lane & median opening. At the City’s request, TNP also presented an option that can be done in the interim. In this interim o scenario, the driveway for Alford Media can stay as-is. However, the ultimate design (6 lane – divided) will require the median opening and driveway to be moved as stated in the point above. The City of Coppell would prefer to move the driveway at this time, if possible. o Mike Garza will schedule a meeting with Alford Media to discuss moving the driveway to the ultimate o location. TNP will prepare an exhibit showing the ultimate driveway location on an aerial photo to show the o extent of tree removal that will be required for the new driveway location. Hike & Bike trail alignment The preferred alignment for the hike & bike trail is 5-feet from the back of curb. o TNP suggested that the hike & bike trail be routed around the transformer (located at station 8+75), o instead of narrowing to 8’ wide and fitting between the curb and the transformer. This route will require the fence for Wagon Wheel Park to be relocated. Mike Garza is going to confirm with the Parks Department to see if this alignment is acceptable. Water line alignment It is acceptable to align the water line beneath the hike & bike trail. This alignment is due to the o proximity of a retaining wall that will be required. An easement is not required if the water line is on City of Coppell property (in particular – Wagon o Wheel Park). Sidewalk on east side for Rolling Oaks Memorial Center Mike Garza will determine what the plan was to terminate the sidewalk on the east side of Freeport o Parkway, located north of the driveway for Rolling Oaks Memorial Center. Existing driveway located at Station 22+75 This driveway appears to be operational. It appears that it is being used for the maintenance of the o detention pond for Amberpoint Business Park. Currently, a driveway is not shown in this location on the engineering plans. o If the driveway is needed, then it was suggested to move it farther south than in its current location. Mike Garza will confirm whether this driveway will be required. o Page 2 17304 Preston Road Suite 1340 Dallas, Texas 75252 Phone – 214.461.9867 Fax – 214.461.9864 www.tnp-online.com Storm pipe on Cemetery property TNP stated that a storm drain was not constructed through the cemetery in conjunction with Rolling o Oaks Memorial Center (as was previously shown in the plans). Mike Garza recalled that the original plan was to build the storm line and connect the inlet located o within the cemetery, but that changes were made during construction. TNP stated that the alignment has heavy vegetation and trees. o Mike Garza will confirm whether the storm line needs to be extended through the cemetery. o Future meeting TNP stated that they are still reviewing options for the bridge and creek crossing, including adding o gabions to the design. TNP will have a preliminary design for these options and will be able to present them to the City of o Coppell within a few weeks. Coordination Items Coordination by City of Coppell (Mike Garza) o Review the agreements made with Hardman & Sorokwasz to determine whether the median opening needs to be for both properties or just the Hardman property. Schedule a meeting with Alford Media to discuss moving the driveway to the ultimate location. Confirm with the Parks Department to see if this alignment is acceptable. Determine the plan to terminate the sidewalk on the east side of Freeport Parkway, located north of the driveway for Rolling Oaks Memorial Center. Confirm whether the driveway (used for maintenance of Amberpoint Business Park detention pond; located at Station 22+75) will be required. Confirm whether the storm line needs to be extended through the cemetery. Coordination by TNP (Kyle Bennett) o Prepare driveway exhibit for City to meet with Hardman. Prepare an exhibit showing the ultimate driveway location for Alford Media on an aerial photo to show the extent of tree removal that will be required for the new driveway location. Prepare a preliminary design for the bridge and creek options and present them to the City of Coppell within a few weeks. Page 3
