Mr. Matt Cast City of Coppell Post Office Box 478 Coppell, Texas 75019 Re: Village Parkway Pump Station Additions SCADA System Reports Dear Mr. Cast: We are forwarding the letter we received from G.E. Team Controls, dated October 5, 1997, which indicates the items on our punch dated October 1, 1997 are complete. They state the SCADA System is now functioning as intended and that reliable system operation has been observed since Sunday, October 5th. Although the report format submitted with this letter by G.E. Team appears to be corrected as requested, we recommend the City allow the SCADA System to operate for a few days prior to final acceptance of the project so that an adequate accumulation of data can be acquired and compared to the reports generated by the system. Further, in order to evaluate the reliability of the reports, we recommend the City print out all the reports on a daily basis and compare the data to the information contained on the SCADA's overview screen which shows data for "Yesterday's Totals". If the data from several days report printouts appears consistent with the information in the SCADA System, we will then recommend the City make final acceptance of the project. Mr. Kneseck is the creator of the report package used in the Coppoll SC'ADA system and his collaboration would be invaluable to resolve the problems associated with it. In addition to the issues related to the report package there were five other items listed which would require the attention of TEA~%'I Controls I will address the response to the items on the punch Iist in the order in Which they appear. The ladder logic for the pump rotation sequence was carefuil}: reviewed tbr errors in logic. This is a difficult situation to resolve because of the random nature of the problem. Fortunately, whiIe monitoring the process live the problem occurred. With ~he circumstance captured code modifications were made to prevent the occurrence in the future. [n addition, statements were added to the application preventing the selection cifPump No.4. 2. An end-to~end test was performed on the Moore Road loop to resolve constant 50.0 PSI reading. Two minor problems were found and corrected resulting in a accurate reading. 3. The Hayes 144-Accura modern connected to the SCADA computer was supplied by TE.&'vI Controls. It does appear physically identical to the Hayes moderns used prexdousty by the city of Coppoll so the question is understandable. Initially a Supra Express modern, identical to the one also on the SCADA computer was used. This modern was removed and replaced x~th the Hayes modern during resolution of the Win911 issues. The Hayes displayed better compatibility and reliability when negotiating alphanumeric pages. Two external moderns support the SCADA computer. Supra Express33 - In support of PC Anywhere Hayes 144 Accura - In support ofWingl 1 4. The city engineer requested that the levels of the ground storage tanks appear on lhe same graph as the level of the elevated storage tank. The problem ~x,i~h this is the ground storage ~a'~s are monitored on a 30Ft. scale and the EST on a 50Ft. scale Tampering with ~atibratior, of ~he instrument used to measure the tank or scaling of the primal, database tag can con~promise the alarming functionality or the linearity and resolution of the displayed value. To achi'eve ~aphing capability on equivalent scales two additional database tags were created. Raw values ~:ere manipulated so that 30Ft. ground storage tanks can be displayed on a 0-50Ft. scale. These new tagnanms are used in historical trending leaving the originai 0-30Ft tags intact for alarming and display. The report package was cited for errors in accumulated data and Format As stated ear ier the !' creator of the reports, Mr Dour Kneseck, was brought on site to resolve the issues A ioint .' effort between TEAbI and Knescek resulted in resolution of all report related issues The new report format was approved by Mr. Larry Davis and Mr. Matt Cast on Friday. Data gathered over the weekend indicates correct values. Pump starts, runtimps. flows and levels correlate with values in Wonderware and also with known system operation 2. Larry Davis, city of Coppel[, requested that as built drawings reflect the incorporation of a second computer and a network. In discussion of this with ,vEt. Davis TEAM committed to providing the updated drawings necessat3;, It was explained to Mr. Da~4s ax the time (Friday 10-3-97) that it would be difficult to g~nerate these drav,4ngs by Monday (10-6~97) .'x, lr D}~s agreed and committed to accepting the drawings at a later date and not levy liquidated damages based upon receipt of these drawings. TEAM was notified Saturday, 10-4-97, that operators had not received their regular (5:00 A.M. tank level page. Upon investigation all applications seemed to be operating without error. In addition. subsequent pages were executed on thne and the tank level callout sequence was initiated manuatly twice that morning without error. Minor changes were made in timing to compensate for the remote possibility of thjs occurrence in the future. The sZ~stem appears to be stable and reliable and this event does not give cause for immediate concern. The tank level callout sequence has proven to be reliable to the point that the city engineer has requested to be placed on a two callout per-day schedule. Please note that the noon Sunday callout did not occur. TEAM was checking data gathering remotely via PC Anywhere and caused the execution to be stopped. It x~,~ll be noted that the 3:00 P.M. schedule executed on time. At this time all issues cited have been addressed. Line item punch list discrepancies as well as printout mark-ups have been corrected. Reliable system operation has been obsen,'ed.
