Team Controls, Inc. has completed the punch list dated September 26, 1997 and that the SCADA portion of your contract with the City of Coppell is complete and ready for service. As such, we conducted a final inspection of the SCADA system on September 30, 1997. In attendance were: Mr. Matt Cast, City of Coppell Mr. Larry Davis, City of Coppell Mr. Ted Dutt, City of Coppell Mr. Steve Baker, G.E. Team Controls Mr. Gary Hendricks, P.E., S.J.& F., L.L.P. The following items on the Sept. 261h punch list remain incomplete or not complete to the satisfaction of the City: 1. Pump No. 4 is still in the pump rotation sequence. It is the lead pump in the 100% summer sequence. Obviously, Pump No. 4 does not exist. Apparently, this causes none of the pumps to be called. Pump No. 4 needs to be removed from all pump rotation sequences set up and all sequences need to be test for reliable operation of the system. 2. The Moore Road pressure point appears to still be reading a constant 50.0 psi no matter what is happening in the system. This needs to be corrected. The City of Coppell understands this may be a problem at their end. However, a coordinated effort to correct this problem needs to be a priority. 3. The City of Coppell still believes the external modem on the original SCADA computer ( Computer No. 1) is part of the equipment they supplied. Steve Baker could not confirm this at the time of our walk through. This issue needs to be resolved prior to final acceptance of this portion of the contract. 4. Re-calibrate the pressure transmitters at the Ground Storage Tanks to match the 0-50 foot scale of the Elevated Storage Tank so that the level trends of all three can be viewed on the same graph. October 1, 1997 Page No. 2 In addition to these items, the following items were reviewed and found to be in need of correction: 1. The City of Coppell provided us with a copy of the "Monthly Reports" print-outs at this meeting. This was our first opportunity to review these print outs. In general, the information contained in the reports contained no recognizable units and could not be readily compared to the data on the SCADA System. However, even with this problem and using our best judgment as to the correct units on the reports, none of the data seemed on the reports seemed to match the information we produced either from the SCADA system or the circular charts. We marked up the corrections we could identify on the reports and gave the originals to Steve Baker. A copy of our comments are attached to this letter for your records. 2. Larry Davis noted that the record drawings for the SCADA System have not been revised to show the configuration of the second computer and how it is integrated into the system. Our brief review of the drawings indicate at least three of the drawing will need to be corrected. Although the original pump station contract was complete to the City's satisfaction prior to September 30, 1997, the SCADA System change order remains incomplete. As such, the City has directed us to inform you that a contract deduction in the amount of $500 per day will be applied to the SCADA portion of your contract, starting today October 1, 1997, and continuing unti! the SCADA System is complete in all respects, acceptable to the City of Coppell and operating in a reliable manner. The City understands this subcontract work by G.E. Team Controls is a specialty item and is primarily beyond your control. The City does not wish to impart liquidated damages on North Texas Municipal Construction Co. Therefore, if you agree to the $500 per day SCADA deduction, a change order will be issued upon final acceptance of the SCADA System which will include the total SCADA System deduction, and a contact time extension will be granted. A preliminary copy of the proposed change order is enclosed for your review. Please review this interim agreement and notify us of your acceptability by signing in the space provided below. B. DESCRIPTION OF CHANGE 1. The City of Coppell hereby agrees to a request by North Texas Municipal Construction Co., of contract time extension of 110 calendar days. 2. Pay Items Nos. 4, 5 and 6 are not required to complete this project and are eliminated by this Change Order. 3. North Texas Municipal Construction Co., hereby agrees to a reduction in the total contract amount of $2,275. 4. North Texas Municipal Construction Co., hereby agrees to a reduction in the SCADA Change Order (Change Order No. 2), in the lump sum amount of $x, xxx (to be calculated at $500 per day from 10/1/97 until final acceptance of the SCADA System) C.
