RE: Andy Brown Erosion Phl & Alex Drive Canal - 90% Coordination Questions

We have proceeded with preparing 90% plans and are getting close to another submittal. The primary
difference on the plans will be additional details that were not included at 60 %. A bulk of my time this week
has been spent preparing spec's and evaluating schedules. In an effort to meet the stringent schedule
listed on item 3, please provide any feedback you may have on the following items.
1) Is the City interested in offering an incentive /disincentive schedule for this project? If so, please
consider the following:
a. How much time does the City need to prep the park for the Spirit of Coppell
celebration?
b. What is the drop dead date for the contractor to be cleared out of Andy Brown Park?
c. Could work continue south of Parkway Blvd. after the event? This may be necessary
depending on when the notice to proceed is issued.
d. I think it will take three Units to address the funding source requirements and an
incentive plan. For instance, Unit I -A (Lake and spillway), Unit I -B (north canal), and
Unit II (south canal). Parks could then pay for Unit I -A, and Engineering could pay for
Unit I -A and Unit II. In this case the incentive /disincentive could be contingent on
completing Unit's I -A and I -B either before or after a certain date ... say June 15th, and
then the south canal could be completed before or after the event but with no
association to the incentive schedule.
2) Could the large east lake (Moore Lake) be used for possible storage and recharge volume during
and after construction? Since construction will be completed so close to the Spirit of Coppell
celebration, it will be desirable to have the central activity lake full and functional again. Here
are a few considerations:
a. If the east lake is low at the time construction begins, the contractor could pump from
the central lake to the east lake... essentially storing the water for later recharge.
b. The east lake may have potential for a higher normal pool (more storage) with a few
temporary modifications (i.e. sheet pile barrier, etc...). This has not been evaluated yet
but may be an option.
c. Do you foresee a problem with lowering the east lake 2' or 3' below normal pool to
recharge the central lake prior to Spirit of Coppell?
d. It may be possible to follow Ph1 construction with Ph2, where any lowering of the east
lake would benefit Ph2 construction.
e. One of the TCEQ water rights permit specialists is looking into whether we could do a
one time recharge out of Denton Creek. It may be that discharging the central lake into
the creek initially will make such a permit possible. I'll let you know what I find out.

3) In order to allow for sufficient construction time it is imperative that we advertise and bid ASAP.
Allowing 3 months to complete Unit's I -A and I -B (everything north of Parkway) prior to June
15th, I anticipate the following bid /contract schedule.
