The project is scheduled to advertise today, with an anticipated bid opening date of February 21, 2013. The following is a summary of progress since the last Project Status Report (dated 12/21/12). 1) 90% Plans were submitted for review on 1/15/13. 2) 90% Review — In lieu of written comments, the City scheduled a review meeting with TNP on 1/24/12. The following is a summary of the minutes from that meeting. a. Keith confirmed with the City building official that the railing shown above the wall south of the Parkway Blvd. is not required by law. The City elects to fence this area off from the end (w /a gate) and not construct the safety rail along the top of the wall. b. Clarify on the plans that the work platform means and method is one alternative, and the contractor is free to utilize other methods to accomplish the work. c. Specify frequency and or location of wall drain tiles. d. Add to the Bid Proposal schedule a brief description of each respective Unit. e. Pumping and dewatering was discussed at length, regarding bid procedures, where to pump to, and recharging the lake after construction. The consensus was to bid this item as lump sum with 50% payable upon initial dewatering, and the remaining amount paid monthly over the course of construction. If available, the central lake may be recharged from the large east lake in preparation for the Spirit of Coppell celebration. f. The incentive /disincentive schedule was discussed at length. The consensus was to allow a maximum incentive of $40,000 based on $2,000 per day (prior to July 1, 2013), and only for completing Unit's Al and A2. A disincentive of $2,000 per day would also apply, with no maximum. Unit B will follow the standard liquidated damages schedule with no incentive. g. The project schedule was discussed at length, including advertising, bidding, contract awarding, and construction. Final QA /QC — After addressing City review comments performed a final internal QA /QC review meeting. Discussion items included the following: a. Clarify details for Geoweb typical section so the contractor can tell where the intended top of slop is to be. b. Verify the rock rip -rap gradation for the canal — the gradation seems too small. c. Match the top of the central lake outfall box with the top of wall, rather than rising two feet above it. This should look better, and the rail should serve as sufficient barrier to the outfall. d. Try to achieve 2% minimum slope above the wall. e. Several items were clarified regarding call outs, hatch patterns, notes, and other. f. Add safety rail at all four corners of the pedestrian bridge. The wall rises to more than 30" above the water surface in these areas. g. Access ramps and /or stairs were recommended for all segments. This item has not been fully evaluated, but could be added by addenda if desired. 4. Upon addressing the internal QA /QC comments the plans and specifications were prepared and submitted for bidding purposes on 2/4/13. Action Items: • City will advertise the project. • TNP will contact potential contractors that may be desirable for this project. • TNP will evaluate access ramps into the lake and /or canal at the City's request. • City and TNP will field contractor questions related to the bid and assist /prepare addenda as needed. • Page 2
