Mrs. Kazi, It was a pleasure talking with you on the phone. Currently the City and Toll Brothers are waiting on official notice from FEMA on the Letter of Map Revision (LOMR). It was submitted back in July and takes a few months to review. With the Government shutdown I would not doubt there has been some delays. Toll Brothers knows that currently the City cannot issue a permit to build over the existing floodplain line. Ultimately, once FEMA approves the LOMR the floodplain should move to the retaining wall. Based on the attached exhibit the floodplain elevation is approximately 471 and the top of the retaining wall is 473, which would shift the floodplain line to the retaining wall. After comparing the plat and flood documents we had, I would like to point out that the survey that was emailed to us has some inaccuracies. Specifically the location of the Existing floodplain and the proposed floodplain based on the Conditional Letter of Map Revision (CLOMR). After verifying these lines, you may find that you have the room to build your proposed house outside the limits of the existing floodplain. Thank You, George S. Marshall, P.E.
