That would make this more of an aesthetic decision. That said, I don’t see how a standard headwall will omit the need to cut blocks, and thus, am not sure what the advantage is. If we go with a standard headwall perhaps a continuous top cap would be in order. (Very difficult with a three piece system). My experience is when trying to cut block around RCP pipes it is not aesthetically pleasing. At no cost to the city I am requesting that we be allowed to place 4 ft headwalls around the pipes similar to the pre-existing and butt the retaining walls to each side.
