Subject:North lake Plans and Spex
We are nearing completion of the draft final –or 95%, whatever you want to call it - set of plans and spex and I wanted
to clear up a handful of things:
Schedule:
-Because of the changes in the dewatering based on our discussion with the Billingsleys, which added two phases
of excavation, the plans won’t be ready until early to middle of next week. I had hoped to still finish this week,
but won’t get there.
-Do you have input on the advertising and bid time frame? So far, it’s been generally January and February,
respectively. I don’t know how you want to set those relative to Council dates and other City schedules. Do we
need to wait for the acquisition on 12/31 to finalize them?
Front end stuff:
- I have started with the front end documents from the Old Town Coppell and bethel Road improvements project
from Aug ’11. Is this appropriate?
-I need a project No. and Bid No., but won’t wait to submit if those take time to assign. I’ll leave blanks.
-Same for bid dates. Do you want a pre-bid meeting?
-I’ve assumed the Contractor will provide an independent testing lab during construction. Is that acceptable?
-The project is not visible. Do you want a Sign?
-The other project referenced a lot of NCTCOG standard pay items. I’ve assumed I can ignore those and use our
standard measurement and payment processes? Is that acceptable?
-In the instructions to bidders, I have lower the lake to 485 by sequencing as described in the Drawings within 60
days (assume if he starts in March, that would be May) and to substantially complete the structure and drain the
lake by 180 days (Sept). Then he’s on hold until directed to complete. I said the delay would be between 30 and
90 days, then he’ll have 30 days to complete the little part of the spillway and riprap that we talked about. If
Billingsleys take longer than 90 days to finish their grading, then I thought the City should not have to be
exposed for delays in that and they can pay for any needed additional delays. I started with LDs for missing
those deadlines and threw in $1000/day as a placeholder. I have no incentives for early finish. Is this the right
framework and what guidance do you have on LDs?
As I’m reviewing the spex again, I’ll likely see some more, but this will help get you a more complete set.
