Subject: Conversation with Jeff Varnell this afternoon
I just spoke to Jeff regarding the potential of his business(Kayak)connecting to the City's sewer system via a manhole
near the southern end of Trinity Court or one located near the northern end of Trinity Court near Sandy Lake. I provided
him with the information from Bob Hagar that there is no legal authority for the City to condemn the existing drainage
easement called on the plat of Trinity Shores between lots 14 and 15 to rename it a Utility Easement due to the law and
Supreme Court Case restricting the City's ability to do so for the economic benefit of another. I also quoted him the
ballpark figures provided for the 475' run and bore at$64,000 and the 216' run and bore at approximately$34,000.
When I asked him what he envisioned for his expansion he didn't specify exactly what his plans were other than to say
as the business grows so to would his need for space. I did suggest that based on ROI I would think that an aerobic
septic system would be more viable. It sounded if he agreed with my statement,at least in principal.
We did discuss his impact fees and the fact that they were so small comparatively to the infrastructure investment that
there is very little likelihood that he would pursue any type of economic incentive for reimbursement.
He did express a concern that it was mentioned to him that it could be possible that one day laws could be passed
outlawing future septic systems in close proximity to the Trinity, laws that would also require existing septic system to
be decommissioned.
I closed offering any help I could and for him not to hesitate to call.
