HVJ technician, Eric Vincent, arrived on site at 11:30am at the request of Fred Wolfes from Pavecon Construction to visually
inspect the subgrade and obtain CTB samples for compressive strength testing. CTB was sampled immediately upon arrival to
the job site from a stockpile at STA 8 +00. Visual inspections of the subgrade was conducted at STA 7 +00 and 4 +00, both in the
West bound lane. All loose materials had been removed from the trenches, however subgrade appeared to be uncompacted.
Subgrade material was a brown sandy clay. HVJ technician informed Derek Thomas of his findings before leaving the site,
