Dear Mr. Frazier:
During the course of construction on the above referenced project, several things were not performed as
specified. Based on our prior communications, you and your staff should all be aware of this situation.
These items include: lack of air entrainment in the concrete pavement, no compaction in the subgrade
for over%2 of the hand pour area and damage/gouges to the existing pavement.
The City has reviewed the emailed documents from Redi-Mix dated 12-5-13 and we object to the
conclusions listed. Specifically, ASTM C-94 mentions when there is a specified concrete strength of
5000 PSI or greater, then the amount of air entrainment can be decreased by 1%; however, this project
specified a concrete strength of 3,600 PSI for the slip-form areas. In reality, there is an inverse
correlation between air entrainment and concrete strength: for every 1% of entrained air there is a
decrease in strength by 5%.
In response to The Fain Group's failure to address the City's concerns on all three items, we herein
require a 5 year maintenance bond instead of our 2 year standard. Otherwise, the City will request that
The Fain Group develop a schedule to repair and replace the areas of pavement that were not built as
specified in the contract documents.
