Mr. Schoenstein:
We have reviewed your impection report with the City of Coppell and have identified an action plan
to address the items of non-compliance. This project was a two phase renovation and some of the
work was performed by the City~ outside the scope.°f our involvement. This primarily involved
parking and exterior access to the' building, and the city has indicated that.they intend to make the
modifications listzxt, in 4.6.3 .& 4.6.4 of your report. ' .
As this was a renovation, most of the violations that have been noted involved the muse of existing
doors, hardware and plumbing fixtures. The following addresses the proposed solutiOns to the items
identified:
4.6 As noted above thc City will make modifications as required.
4.13 Door hardware on existing 2~a flOOr doors will be replaced with lever type hardware.
4.15 No modifications were made to the existing drinking fountains, Since there is no
room on the wall for two fountains the only solution is to remove the existing
fountains and have the city provide a fi'eestanding water cooler with bottled water
and disposable cups.
4.16&4.17
These items both relate to the reuse of the existing toilet fixtures. Article 4.17.3
allows the use of the "Alternate Stall" when local plumbing code requirements
prevent combining existing stalls. The net usable floor area for the 2~ floor is
11,935 sr. The Uniform Plumbing Code requires a total of four toilets for each sex
for office or public building occupancy. The existing restrooms have four toilets
each. There is no room to provide additional floor area. The l't floor has more
usable floor area than the 2~ floor and reduction of the fixture count there would also
take the building out of compliance. The men's restrooms have three water closets
and two urinals. Eliminating one water closet would provide two water closets for
fifbj-nine occupants. Since this project clearly met the reqUirements of the exception,
we did not request any special exemptions or variances at the time of plan
submission. Regarding the lack of 18" clearances to the partitions, we can reposition
the existing toilet stalls to meet this 'requirement without eliminating any water
closets'. Please let us know if this solution will be aCCeptable. Work on this area will
be on h01d until we hear fxom you.

4.18 The plans called for the new urinals to be mounted 17" to the rim but the contractor
installed them at the wrong height. The mounting height will be corrected.
4.28 Additional alarms will be installed in the rooms identified.
4.30 Restroom signage will be relocated to "latch' side ofthe doors.
It is our understanding that the above modifications will satisfy the TDLR's EAB requirements and
bring the facility into compliance.
Work on all modifications is anticipated to begin within the next 30 days, with the exception of
Article 4.17.3 which is on.hold until We hear fxOm you. We look forward to receiving written
confirmation that these modifications will bring the building into full compliance with the EAB
requirements.
