The first two phases of this scope cover all of the items of services required to complete the Study. The remaining phases idemdy the architectural services required to complete this project through the post occupancy phase. PSA believes that Needs Assessment Studies must be a collaborative effort between the Consultant and Client. Note: The Consultants will expedite the data collection and pre-architectural programming for the City Hall in order to initiate the design and remodeling. This accelerated schedule for the City Hall component of the Needs Assessment will enable the City Officials to comply with the City Hall's proposed remodeling schedule. TASK HI ANALYZE DEPARTMENT OPERATIONS AND SPACES Following the workshop, the consultant will observe each department's routine operations in order to achieve a thorough understanding of the department's functions. After observing each department's operations, the consultant will conduct individual interviews with each department head or supervisor. Information from these interviews will define the staffing implications of the various services currently offered in each department. The information obtained will also determine how expansions or changes in the physical layout of existing facilities will affect management objectives and the staffing needs. The consultant will also evaluate the physical spaces of each department to determine any modifications needed to enhance the operations of each department. After completing the data collection, the consultant will review the survey results with the project committee to obtain their approval of the information The Project Team should approve each phase of the study before proceeding to the next phase. TASK IV FORECAST FUTURE PERSONNEL With data developed through the survey instruments and detailed interviews with department heads of supervisors, the consultant will prepare a forecast of future personnel requirements for each of the departments. The data involving the police department will include factors such as calls for service, offense rates, number of sworn officers to population, and other law enforcement data necessary for projecting accurate future personnel needs. The data involving the City Hall will include factors such as the types of services delivered to the public, the types of equipment needed 2 214-404-9680 ?.,~A DALLA5 ~ 178 P16 AUG 15 '94 10:44 to deliver the public services, the numbe~' of public spaces in the facility, and the ratio of staff to general population needed to deliver said services. The data involving the Fire Department will irlclude the additions of substations and apparatus as well as administrative posts. The consultant will compare the personnel forecast with each department's personnel growth estimates prior to finalizing current and future personnel needs. TASK V PROJECT FUTURE SPACE NEEDS The consultant will define net and gross square feet required for each department in five-year increments over a 20-year period. The consultants will conduct a workshop with the project team to verify the personnel projections and space needs. The project team will approve the persormel and space projections before the consultants proceed to the next phase of the study. With assistance from appropriate Fire Department personnel, PSA will prepare two maps of the City: one indicating response times from existing stations and proposed locations for new stations, the other dividing the city into zones according to fire risk. Combinillg these maps with an analysis of the City's growth patterns and annexation, we will propose a timetable for improvement in structures and apparatus. PHASE Il TASK VI DEVELOP SPACE PROGRAM After completing the data collection and surveys, the consultant will develop a space program for the new facility components. The space program will include the following: Component Role. Each component will have its mission and relationship with other components stated in narrative and graphic terms. Functional Description. The space program will identify management pbAlosophies, security concepts, and general staffing guidelines for each facility component. · Functional Relationships. The space program will include functional diagrams that illustrate proposed relationships of the major spaces within the facility. These diagrams will provide an organizational structure for the facility design. · Site Criteria. The site criteria will identify the current site needs as well as long-term site needs including designated parking for officials, law enforcement, and general parking for City employees and the public. Sites for fire stations will consider response times, access to major roadways, visibility and maneuvering space for apparatus. · Cost Estimates. The Needs Assessment Study will identify cost estimates for renovation, new construction, and fianishings for all mw and renovated facilities. The study will present the cost estimates in five-year increments over a 20-year period. · Conceptual Design. From the space program the consultants will develop scaled conceptual designs in the form of block diagrams. The diagrams will illustrate alternative design solutions as they relate to the site and existing buildings. The consultant will coordinate these design concepts with the existing site master plan. · Project Schedule. The consultant will complete the Needs Assessment Study for the City Hall remodeling 60 calendar days after PSA receives a Notice to Proceed and the remainder of the study completed 90 calendar days after initiating the study. These target dates are contingent upon timely review and approval by the City's Project Team. At the completion of tiffs Needs Assessment Study, the City of Coppell will have space programs that will provide the Axchitect with the required information to initiate the design for each facility component. The consultant will provide ten copies of the Needs Assessment Study to the City of Coppell. The consultant will be available to make a formal presentation of the Needs Assessment Study to the City Council. PHASE III TASK VII SCHEMATIC DESIGN The consultants will refine the approved design concept developed in Phase II into architectural schematic design studies. The Schematic Design process, achieved while working closely with the administration and staff, includes the exploration of various design and planning alternatives which encompass evaluation, implications and recommendations regarding each option. Jointly, the alternatives will be studied by the design team. Fundamental considerations will include site and open space considerations, environmental impact, functional layout, circulation analysis, energy conservation, manpower implications, massing, design vocabulary, growth, flexibility, capital costs and operational costs. Ultimately, the developing schematic design will be delineated with supporting description, rationale and summarization of size, quality of environment, capital costs and an implementation schedule. The approved package is the base from which subsequent design and construction will emerge. After program needs axe deter'mined, the schematic design phase i$ the most important condition of decision making. This aspect ensures that both program and cost objectives will be achieved. 4 214-404-9680 PSA DALLAS 178 P18 AUG 15 'g4 10:45 PHASE IV TASK VIII DESIGN DEVELOPMENT Admin/stration and staff work closely during this phase since it will cover the detailed delineation and description of the proposed facilities, including site, landscape, interior design and equipment considerations. During this phase vt' development, the firm's fundamental objective is to eft~ct decisions concerning detail matters related to the facility's construction, finish and equipment. As a result, the firm will develop a document package which is comprehensive enough to obtain accurate cost e~timatcs. To minimize tinal cost overruns and time loss due to redesign, this work is executed in the framework of a very disciplined structure. Approval of the package must be obtained f~'om all jurisdictional regulatory agencies. Included in the Design Development solution is objective value analysis and recommendations concerning the entire project. This task is conducted by in-house staff members who have not participated in the development of the project. Detailed "quantity take-off" construction cost estimates are submitted. Also presented during this phase are detailed drawings, sketches and reports to describe the proposed l"acility more completely in order to aid in understanding thc proposed project. PHASE V TASK IX CONTRACT DOCUMENTS Based on a firm design foundation, cost analysis and detailed schedule, the development of construction documents is hnplememed in the shortest possible time. The f'mal stage of construction document preparation includes an independent, in-house value analysis in the context of the program to ensure that the most cost-effective judgments have been made by the entire planning/design group. The analysis is conducted concurrently with the preparation of detailed cost estimates. These activities are summarized with priority recommendations before being released for construction bidding. It' final adjustments to the documents are required, they are made at this time in order to obtain regulatory agency approval. Simultaneously, assistance is provided in the development and evaluation of bidding lists, advertising clarification (addenda) and pre-bid conferences. ' Throughout the design process, PSA will actively participate to ensure that the final acceptable bid is consistent with the approved construction budget. PHASE VI TASK X BID Due to the close relationship that will be required between General Contractors and subcontractors, the bidding and negotiation will be carefully monitored and structured to be certain that all areas are covered and all "gaps" closed. PSA will work closely with the City to identify 5 214-404-9680 P~SA DALLAS 178 P19 AUG 15 '94 10:46 and qualify those contractors and subcontractors that have the capability and Ilexibility to work in ways that are singularly unique to the construction of detention facilities. PHASE VII TASK XI CONSTRUCTION ADMINISTRATION Routine construction administration services will be provided in accordance with AIA published standards. In addition to periodic site visits by project designers (architects, engineers, designers) consistent with construction process intensity, the administration services include issuance of monthly payment certificates, shop drawing and sample review, preparation of necessary clarification detail drawings, estimating/review and the approval of changes, the development of lists of deficiencies and corrections, and an analysis of warranties. The periodic site visits can be supplemented by additional on-site observation depending on the size of the project and/or the client rs desires. Based on the information in the field, record drawings of completed installations are prepared on reproducible transparent plastic (mylar) and transmitted with prints to the owner/user. Additionally, services required during construction are evaluated once a selection of contractors is made and the phased-building options are determined. The decision often depends on the capabilities of the selected contractor's management. PHASE VIII TASK XIII POST OCCUPANCY EVALUATION In order to provide tile city with complete professional services, we feel it is important that we continue to assist you beyond the completion of construction. PSA staff members will be available to provide "move-in" and fo/low-up services in order to insure a smooth transition into the new facilities. We will be available to: provide on-site move-in assistance; provide assistance in assuring that all systems and equipment are operational and unders todd; e Review quality control procedures, and; e Review facility operational requirements and methodology. Additionally, on projects of this type and scope we will perform post-occupancy evaluations to insure that the building satisfies the program requirements and is operating as originally intended.
