Village Parkway Pump Station
SCADA System Change Order Nos. 2 & 5
Gentlemen:
An inspection of the Village Parkway Pump Station Addition, SCADA System Improvements as covered by
Change Orders N0.2 & 5 to the City of Coppell's contract with North Texas Municipal Construction, Inc.
was conducted again on August 19, 1997. The purpose of this inspection was to determine the status of the
SCADA System punch list items developed from our May 23, 1997 inspection of the system, and our June 18,
1997 re-inspection. Since our June 18th inspection, a considerable amount of changes have occurred in the
SCADA System hardware and software setup in order to correct problems with the alarm and status dial-out
system.
In attendance at this inspection were:

In general, most of the previous punch list items and recent alarm dial-out problems were found to be correct
or addressed. With the exception of the problems noted below, the system appeared reliable and, for the most
part, ready for service. Please refer to our letters dated May 27, 1997 and June 18, 1997 for the original
punch list items. The following items on the original punch list and June 18th list were found to be in need of
additional work:
10. Approximately 8 hours of training time remain to be completed. It was discussed that this training
would be focused at the supervisory level and include programming instruction.

11. The screen print-out of EST1 and EST2 still has a minor print-out problem with the EST 2 Level
legend. Joe Gibson indicated this could be fixed during the train next scheduled training session.
12. A print-out of the SCADA System Reports was provided at the June 18th walk-through. However, we
understand some changes are in the works and they are not yet complete. The City will need to review
the format of the final report print out before fmal acceptance of the project. Along this same subject
line, the supervisory level training should include how to download this report data into a typical
spreadsheet format.
15. Registration and final delivery of the software and hardware to the City has not yet occurred. Once
again, this has been scheduled for the next training session. This should include the software and
hardware registration for the new computer recently installed.
16. The City has not yet received the requested schedule of value for the software and hardware
components of the system. Again, Steve Baker indicated he will get that information to the City.
In addition to the items listed above, we also noted the following corrections or deficiencies in the system.
Although these item may not have appeared on the original punch list, they are items that have occurred or
have been noted in the intervening time period and need to be corrected prior to final acceptance of the
system. It was generally agreed that many of these items could be covered or corrected during the final
training session.
1. Additional SCADA Computer:
a) A second computer has been installed at the Village Parkway Pump Station which is
networked to the existing SCADA computer. G.E. Team Controls, Inc. has explained that
this computer in necessary to run the Win 911/411 pager software in a reliable manner.
Please submit a brief written description of this system and explain how it is to work. The
City will also expect to receive manuals on the new hardware and software along with
training as to its operation and maintenance.
b) In our meeting, Team indicated the new computer and pager system has been working
correctly for approximately two or three weeks. They requested the City of Coppell return
the AT & T pagers which were on loan from Team.
c) Steve Baker explained that the temporary auto-dialer would be removed later this week.
The following items are enumerated by SCADA screen category:
2. Coppell Overview Screen:
Since our last walk through, scanned images of the ground storage tanks and elevated tanks have been
added to the SCADA screens. These do not print well and are very distorted when viewed using PC
Anywhere. In addition, the ground storage tanks overlap the tank level indicator below the graphic.
City requested the schematic graphical representations of these components be re-constructed in the
screens. Joe Gibson indicated that would be a good training subject.
3. Historical Trends Screen:
a) Historical trends for the elevated storage tanks and ground storage tanks should be on a
compatible scale. Currently the elevated tanks are on a -50 ft to _50 ft scale, while the
ground storage tanks are on a -30 ft. to +30 ft scale. Joe indicated this could be covered in the
training session

b) Pump Trends II: the trending for pumps 3-6 does not appear to be working. The IMPACC
software shows to be loaded and running, but it does not seem to be gathering the appropriate
date from the boards. The Pump Monitoring screen shows a missing device code. THIS
DOES NOT APPEAR TO BE A TRAINING ITEM.
c) The City, would like to be able to change the labels on the menu buttons (Pump Trends II, for
example). This appears to be a training item.
4. Statistics Screen:
a) Yesterdays flow total for both Coppell and DWU did not match the flow charts or print outs
for a period of several days in late July and early August. This may have been caused by
Team working on the system during this period. Please confirm the totals calculations are
working properly on this screen.
b) The Moore Road and Coppell Road pressure reading do not appear correct. Moore Road's
pressure of 41.3 psi seems too low and Coppell Road's pressure of 63.9 psi had never
changed from this reading since it was first viewed on this SCADA system.
c) Can the City set alarm points for these two pressure points and program the 911 software to
call out based on a pre-determined low pressure? Perhaps this is a training issue.
d) The total residual at both the V.P. Pump Station and the Elevated Tank appear incorrect. This
may be a calibration problem with the equipment installed by Noah Texas Municipal
Construction Company. Please coordinate this calibration of this equipment and verify the
correct readings on the SCADA system.
e) Both the chlorine and ammonia feed rates appear incorrect. Again, This may be a calibration
problem with the equipment installed by North Texas Construction Company. Please
coordinate this calibration of this equipment and verify the correct readings on the SCADA
system.
f) The Village Parkway Main Power summary on this page shows three phases for power. This
does not appear to be the incoming power to the station, and can not accurately represent the
power if more than one pump is running. We recommend this section of the screen be
deleted.
5. Sandy Lake Road Pump Station:
The control button on the level sensor is mislabeled. The labels should be reversed.
6. RTU Screen:
The Village Parkway Pump Station pressure indicator is overshadowed by the graphics when the
system pressure is in excess of 100 psi.
7. System Information Screen:
The City would like to add other information to this screen. This should be a training item.
8. Communication Screen for EST #2
This screen indicates the SCADA system tried to communicate with the future tank 4 times and failed
2 times. Should the system trying to be communicate with this future site? Please verify this item.

9. Pump Set Point Screen:
a) The city would like to know how to change the labels on the buttons for the pump scheme
rotations. In addition, as pump parameters are modified, the text window next to the pump
scheme should be modified to match the new condition. This should be covered in the next
training session.
b) In this screen, it appears you can not turn off a pump if it is called for in the current pump
rotation.
10. 2rid Computer and Pagers:
a) · Joe Gibson gave a verbal explanation of the need for the 2nd computer. Again, the City will
require a written explanation of this set up.
b) It is our understanding the 2nd computer is networked to the original SCADA computer and
is running the pager software. Joe explained that the 2 computers communicate with each
other and that if one goes down or is missing, an alarm page is sent. Of course, this only
works if the network fails or the main SCADA computer is down. If the 2nd computer fails,
the City's will only be able to tell this when they don't receive their scheduled pages. Joe
tested the network connection fail, but it did not appear to work properly.
11. PC Anywhere and the 2nd Computer:
a) As we discussed in our meeting, if one of the City's administrators gets an alarm and they
connect to the SCADA system from a remote site using PC Anywhere, they will not be able
to confirm the status of the pages sent out and received because this feature of the SCADA
system now resides on the 2nd computer. A remote user will not be able to access the
information in the 2nd computer over the local network with PC Anywhere.
b) The suggested remedy for this problem is to install a modem in the second computer, run a
new phone line into Village Parkway Pump Station, then load and run PC Anywhere on the
2nd computer. If an alarm condition occurs, a remote user then can access either computer
(one at a time) using PC Anywhere and separate phone lines. We have discussed this option
with the City and they will agree to this approach, if Team Controls will provide the modem.
The City of Coppell will provide the new phone line and the PC Anywhere software.
It was our understanding that most of these items would be addressed or corrected later this week and that the
final training session would be scheduled sometime for the last week in August. Once these items are
completed to the City's satisfaction, we will issue a letter of final acceptance on the SCADA system portion
of the contract and the warranty period will begin.
