Worth, TX 76109 Dear Mr. Rutledge: The City of Irving and Irving Flood Control District #3 (IFCD #3) understands that the City of Coppell has extenuating circumstances that make it difficult for them to drain North Lake down the south fork of Grapevine Creek, which is in its normal drainage basin. Archer Western Contractors, the contractor for Coppell has requested that they be allowed to siphon water over the saddle dam into Valley Ranch. The City of Irving and IFCD #3 have reviewed the request. Although there are several areas of concern for the City of Irving, the contractor will be allowed to start the syphon process. However, if any of the following events occur, the syphoning will be stopped. 1. If silt begins to flow from the syphon. 2. The lake water from the syphon begins to stink. 3. The syphon creates any noise that irritates the neighbors. every night from 6:00 p.m. until 7:00 a.m., and weekends.) 4. If water splashes onto the road. 5. If a rain event occurs. (This may be conditional with flows halted The City of Irving will require a hold harmless letter from the contractor if the syphon operation is halted. The right to drain North Lake into Valley Ranch does not exist. Valley Ranch is not in the drainage area of North Lake and this syphon operation is a conditional privilege granted by the City of Irving and IFCD #3 for this single request. If the Elm Fork of the Trinity River rises during a flood event and IFCD #3 must close its sump gates, then all syphoning will halt, until the river has receded. The maximum flow allowed through the syphon is 20 cubic feet per second (cfs). Once a rain event occurs, the syphoning will be stopped within one hour. For any other event the syphoning will be stopped within 2 hours. If time limits are imposed, they must be followed stringently.
