Wastewater Quality Evaluation — Investigation of High BOD and TSS Concentrations
Dear Mr. Marvin:
JQ Infrastructure LLC (ENGINEER) is pleased express our interest in providing engineering services to the
City of Coppell (OWNER) for the project scope as defined in this proposal.
SCOPE OF PROJECT
We understand the scope of the services to be completion of an investigation of the wastewater quality,
specifically the investigation into the source of the elevated total suspended solids (TSS) biological
oxygen demand (BOD) that have been measured by the Trinity River Authority of Texas (TRA) at the City
of Coppell's point of entry (POE) of the city's owned sanitary sewer system, into the sewer collection
system owned and operated by the TRA. These elevated levels of TSS and BOD exceed the agreed upon
limits set forth in agreement between the City of Coppell and the TRA for collection and treatment of
the City's wastewater effluent.
The general scope of this project can be defined as follows:
• Review the OWNER's operational and maintenance procedures,, including the lift station
operations, chemical treatment methods and other factors that influence the TSS and BOD
levels.
• Review the OWNER's collection system data and maps, including location of pre- treatment
permits issued to commercial customers, industrial discharge customer records, and other
users.
• Based on the records review, ENGINEER will research and evaluate means and methods by
which OWNER can alter maintenance and /or operations to reduce the TSS and BOD levels at the
POE to the TRA conveyance system.
• If recommended by the ENGINEER and approved by OWNER, ENGINEER will collect samples at
pre - determined key locations within the OWNER's wastewater collection system to assist in
finding the source of the elevated T55 and BOb.

• ENGINEER will produce a report that includes the data collection, evaluation and analysis.
Report will include evaluation of operation and maintenance modifications, use (or discontinued
use) of water quality stabilizers or pre- treatment additives and projected annual costs and cost
savings that may be achieved by implementation.
Task 1— General Requirements
ENGINEER shall perform all general administrative duties associated with the scope of services,
in accordance with the OWNER's standard contract.
ENGINEER will attend one (1) additional Project Kickoff Meeting for and will attend up to two (2)
additional Meetings during the design phase of the project.
ENGINEER will prepare notes, minutes, memorandums and reports and provide copies of these
documents as required by the OWNER as required for completion of tasks outlined this Scope of
Work.
Task Z — Evaluation of Existin S stems O erations and Maintenance
ENGINEER will provide services of a State of Texas Registered Professional to review the
OWNER's operation and maintenance procedures. This includes review of any written
procedural manuals, maintenance records, industrial pre- treatment permits and records, maps
and existing water quality data.
ENGINEER will conduct site visits to the OWNER's two (2) lift stations and up to six (6) additional
pretreatment or commercial customer sites that are potential sources of 13OD and TSS.
Additional site visits will be considered Additional Services.
Task 3 — Evaluation of Alternate Operation and Maintenance Procedures
ENGINEER will analyze and evaluate changes and augmentations to the OWNER's current
operations and maintenance procedures. These changes may assist in lowering the
concentration of TSS and BOD in the wastewater at the POE. The analysis will include research
of commercially available additives, changes to lift station operations and changes to prescribed
pre- treatment operations for the OWNER's commercial and industrial customers.
Task 4 — Samplin and Analysis (If Authorized by OWNER)
ENGINEER will collect a maximum of thirty (30) wastewater samples at key locations within the
collection system and have them analyzed for BOD and TSS concentrations, with the goal of

defining the area or local point source of the TSS and BOD excursions. ENGINEER will collect
samples, deliver to an EPA/TCEQ certified laboratory for analysis and review the analytical data.
Deliverable
ENGINEER will produce as the deliverable, a written report that includes:
1. Review of existing data.
2. Review of existing operation and maintenance procedures.
3. Evaluation of augmerited operation and maintenance procedures.
4. Sampling procedures, analysis and results.
5. Recommendations to lower the T55 and BOD levels at the POE.
6. Cost impacts due to implementation of recommendations.
ENGINEER will produce a draft report for review and comment by the OWNER. ENGINEER will receive
comments and questions at a face -to -face meeting with OWNER staff. ENGINEER will produce a final
report, signed and sealed by a State of Texas Licensed Professional Engineer, which incorporates
OWNERS comments.
EXCLUDED FROM TWIS SCOPE OF SERVICES
1. Survey services including any topographic measurements.
2. Pilot testing of wastewater quality additives.
3. Field survey of more than six (6) locations
4. Engineered design of modifications of any type to the pre - treatment or collection systems.
FEES
We propose to provide additional services for the following lump sum fees plus reimbursable expenses
with payment to be made in accordance with the current contract.
Task 1- General Requirements $5,500
Task 2 — Evaluation of Existing System $8,100
Task 3 — Evaluation of Alternate Operations and Maintenance $11,000
Task 4 — Sampling Allowance (If Authorized) _ $10,400

- Authorized sub - consultant fees.
PAYMENT SCHEDULE
Invoices for progress payments of the basic fee will be billed each month for services performed during
the prior month.
