a 60'-wide right-of-way

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for
public/institutional uses
DISCUSSION: The City proposes a relatively minor modification of the site improvements
at the former fire station on South Moore Road. Previously, to
accommodate fire trucks, there were two driveways. The proposed site
plan removes the two entrances, replacing them with just one. The space
between the two previous driveways is to be paved to create a parking
area. Pavement will be removed to provide landscaping at each side of the
new driveway entrance and to establish a landscape island within the row
of parking spaces on the south. A small building addition will occur at the
northwest corner to accommodate storage, and the fence around the
property is to be removed.
Arrangements have been made with the Coppell Independent School
District for City use of the adjoining school parking lot at times when it
is otherwise not in use. A copy of the agreement is attached.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the site plan, landscape plan and parking
agreement.

Proposed Joint Use Agreement
The City of Coppell and CISD do hereby enter into the following agreement regarding the use
of the Austin Elementary School parking facilities in conjunction with the Coppell Community
Center for the Ans.
1. The City of Coppell Community Center for the Arts will be opexated in the former Fire
Station No. 2 and 41 parking spaces are presently planned for the Center.
2. The City of Coppell _re~ll-e-, that during peak usage, and particularly during
performances, it will be necessary to utilize the CISD Austin Elementary School sim
parking facilities to supplement the on-sim parking spaces. The Arts Council shall
consult with the CISD officials before setting the dates for major events to ensure the
availability of the parking facilities.
3. CISD agrees that the City of Coppell, upon written notification to CISD, may request the
usage of the parking facilities at Austin Elementary for additional parking for the Coppell
Community Arts Center.
4. CISD shall grant usage of those facilities if there are no conflicts with planned school
events, and such notification will be made in writing to the Coppell Arts Council.
5. In consideration of the use of the parking facilities, the Arts Council shall make available
to CISD the facilities contained within the Am Center as long as there are no previous
commitments made by the Arts Council with any ongoing activity.
6. This agreement may be cancelled by either party upon sixty (60) days written notice.

SUBJECT: Parking for the Coppell Center for the Arts
DATE: November 13, 1997
A variance of Zoning Ordinance requirements is not necessary in connection with the parking for
the proposed Coppell Center for the Arts because Section 31 authorizes shared parking
arrangements. Specifically, paragraph 31-8 provides that parking may be provided off-site when:
1. An increase in the number of parking spaces occurs as a result of a change in use, or the
spaces are provided jointly or collectively and located within 300 feet of the building
served.
2. Up to 50% of the parking spaces required for theaters may be provided and used jointly
by uses not normally open, used or operated during the same hours.
When required parking spaces are located off-site, a written ~ent assuring their retention
for that purpose shall be filed with the building permit application.
The City of Coppell has executed an agreement with the Coppell Independent School Dislxict for
shared use of their respective nearby parking facilities.
