A special use permit and plat to allow a 4-pump fuel island, track
maintenance garage, truck wash and a 23,102 sf office/warehouse
facility on Lot 1 was denied by City Council on June 8, 1999.
Northlake 635 Business Park received final plat approval back on
January 22, 1985. Since then a number of replats have been
approved over the years.
TRANSPORTATION:
Wrangler Drive is a 4-lane undivided collector street in a 60'-wide
right-of-way. Both Lakeshore and Crestside Drives are C2U, two-
lane undivided roads built in a 60'-wide right-of-way.

The Comprehensive Plan shows the property as suitable f~r
light industrial and showroom type of uses.
DISCUSSION:
The applicant is proposing to build a 115,200-sf office warehouse facility
on a 7-acre site with frontages on Wrangler, Lakeshore and Crestside
Drives. The 1.5-acre tract fronting Lakeshore Drive will rem.aia
undeveloped at this time. The submitted documents show 22% of ~e
facility devoted to office and the remaining 78% for warehousing,i
Approval of this site plan should be contingent upon the office space ntt
exceeding 25,344 sr.
In all districts where loading areas are facing a street a 6'-high screening
wall is required. City Council may modify the screening treatment and
allow a living screen. The application shows that a Y-high berm with
Needlepoint Holly shrubs and Leyland Cypress planted on top and
between the berms, with Live Oak perimeter trees interspersed between
the berms to screen a total of 20 dock doors along both Lakeshore and
Crestside drives. Staff commends the applicant for selecting a good
durable hedge screen on top of the berm that grows 6 to 10' in height at
maturity. The shown Leyland Cypress trees are also exceptional
evergreens appropriate for tall screens.
The submitted landscape plan meets city minimum requirements. A total
of 86 new trees will be planted on site. All the proposed Live Oaks, Bald
Cypress, Cedar Elm and Shumard Red Oak trees will be all 4 inches in
caliper at the time of planting. Along Wrangler Drive the predominant
tree will be the Live Oak. Three-foot high berms with groupings Of
Crapemyrtles are shown at both the intersection of Wrangler and
Lakeshore drives, as well as Wrangler and Crestside Drives. Against all
four building elevations there is landscaping consisting of ground cover
and hedges.
On the site plan, under building information, the front yard setback
requirement is incorrectly shown. In the light industrial zoning district, the
front yard setback is 30' if there is no front yard parking, but with front
yard parking the setback is 60'.
Item # 10
A 60-sf future monument sign is shown on top of the berm at the
southwest comer of Wrangler and Lakeshore Drives. The sign is a6"
concrete panel painted to match the building. Staff requests that applieaOt
specify the color of the lettering to be used on the monument sign. Staff
would prefer a sign that references the facility versus tenant names.
The building elevations show a 2-tone painted tilt wall structure in whi! e
and taupe shades. Accents, reveal squares, stairs and railing are shown a
a grey green shade. The windows are green solex glass. Staff requesls
that applicant remove the notation of oversized dock doors on the north
elevation and referenced on the southern elevation.
The tree survey indicates removal of 110" of protected trees and the
preservation of no existing trees. A credit of 55" will be allowed for the
addition of landscaping. This will result in additional tree reparation Of
55" of removed trees or $5,500 due and payable to the Copp.e~l
Reforestation Fund. A tree removal permit must be executed prior to the
removal of any protected trees.
On the replat document, the title block needs to read "Coppell BusineSs
Center III, Lot 2 and 3, Block C, a replat of part of Northlake 635 BusineSs
Park". After checking the original final plat, staff noticed an existing .L.~t
1, Block C located at the northwest comer of Lakeshore and Crestsicte
Drives. Re-label the lot numbers on the plat drawing. Place a notation on
the plat that when Lot 3 develops a detail site plan review and replat will
be required.
RECOMMENDATION:
Staff recommends approval of the site plan and replat subject to the
following conditions being met:

Remove the notation of oversized dock doors on the north
elevation and referenced on the southern elevation.
Modify provided perimeter landscape tabulations on LS-3
sheet to reflect a 15' setback along the east and west
property lines.
Net retribution due to the Coppell Reforestation Fund is
