Griffin, P.E., City Engineer ~ RE: Discussion of the Ring Road concept around Town Center Date: March 12, 1991 As the City Council may be aware, in the mid to late 1980's, there was a conceptual plan prepared for the area bounded by Sandy Lake, Denton Tap, Parkway Blvd. and Hertz Road. This initial plan showed an amphitheater near Sandy Lake Road and other amenities. In early 1990, the southeast corner of the quadrant was sold for residential development i.e., the Chaucer Estates Subdivision. At that time, the concept was modified. There still was a ring road around City Hall, however, the amphitheater concept was eliminated. Since that time, the Coppell Independent School District has purchased the property immediately southeast of City Hall, fronting on Hertz Road. It is now staff's understanding that a day care center is in the process of purchasing the corner at Parkway and Hertz Road. This will completely develop the entire east side of the quadrant. The Coppell Independent School District does not wish to take access off of the ring road and in fact they state that the ring road creates complications to their site i.e., potential safety to the children utilizing the playground. The same concerns were expressed by the potential developer of the day care center. To complicate this issue, the development immediately north of and across the street from Town Center has developed their property taking their primary access off of Parkway Blvd. at the median cut that services Town Center. It is their intention to build left turn bays for that median opening. Because of the location of that median opening, additional median openings to service the ring roads would not meet the current City of Coppell criteria and in fact may create more of a hazard than a benefit to the City. On March 10, 1993, the City of Coppell was presented with a revised schematic showing the Town Center area. This revised schematic still shows a north/south road approaching Town Center from the south to the north. However, the ring road concept has been modified to eliminate the ring road going to the east side of Town Center. As previously mentioned, there was no need for the ring road to service the day care and/or the new school. The ring road still goes along the west side of Town Center and terminates near the front edge of Town Center. There is proposed access to the northwest comer at Parkway Blvd. and Denton Tap via a median cut on Parkway Blvd. The median cut meets our criteria and provides a safer operation than two median cuts for the ring road concept around both sides of Town Center. Because City Council originally concurred with the ring road concept in the overall concept to this area bounded by Sandy Lake, Denton Tap, Parkway Blvd. and Hertz, it was staff's opinion that the City Council again be briefed on the developments in this area and offer their opinions and guidance regarding the reconfiguration of the ring road. Included with this agenda item are several schematics showing the evolution of this area. Dicussion of the Ring Road concept around Town Center, pg.2 Also included is a letter from Mr. Harry Hargrave, Trustee of the Parks of Coppell Trust, requesting that the City of Coppell reexamine the vehicular flow which will serve the property in this area. The finalization of plans for the elementary school i.e., potential dedication of right-of-way for the ring road on the east side of Town Center, the day care center and the potential medical office hinge on the City Council's recommendation of the reconfigumtion of the ring road. The proposed developments around City Hall and the current construction by Centex Development Corporation north of City Hall (Stonemeade Estates) requires t;~at we re-examine vehicular flow which will serve property in the area. It is critical that we move quickly due to the needs of proposed users of property impacted by this discussion.
