Dear Mike:
Per our conversation of August 7, 1999, I am writing to request help and
cooperation from the City of Coppell in resolving our water consumption crisis.
As you recall, on August 2, 1999 a meeting was held at the above referenced
property to discuss the domestic water issue at our shopping center. The meeting's
attendees were the following:

During this meeting, Greenway Realty Services, Inc. (GRSI), as agent for the
Owner, Woodside Partners L.P., discussed the issue of the excessive domestic water
expenses and/or unauthorized use of the property's domestic water by other unknown
third party entities. GRSI individuals mentioned that on several occasions, it had been
witnessed that someone was taking water from the private fire hydrants that are supplied
water through Woodside Partners private water meters. However, these occurrences
were dismissed since we did not realize, at that time, that the water was coming from our
meters.
As we discussed yesterday, on August 20, 1999, during a routine inspection of
the property, I witnessed water being illegally taken from a privately owned fire hydrant (a
yellow one) that is serviced from our water meters. I have attached photos of this
occurrence for your review.

going to provide me with some comparable water usage analysis so that GRSI could
evaluate the water usage of Woodside Village compared to other similar pmpe~ies. To
date I have not yet received this info~ation and look lo--rd to its receipt.
Your help and response to Woodside Partner L.P.'s domestic water issues is
essential since Woodside Partners L.P. purchases domestic water from the City of
Coppell.
We urgently need a resolution that results in a win-win for the center, its owners
and the City of Coppell. I trust that you and your staff will have suggestions,
recommendations or assistance in mutually resolving this issue and its excessive
expense.
