Pro2ect No. 8457 Dear Larry: I am in receipt of your letter of July 9, 1986 regarding proposed Change Order No. 25. After reading and reviewing the information contained in this letter and discussing the handrail issue at length with Mr. Mike Henjum, I still disagree with the statements that were made in your letter. The specific statement is that, "verbal approval was given to the Howard U. Freeman Company to proceed with the modifications to the stair handrails in both Stairway A and B". Both Mike and I remember specifically that we could not approve this item because of the costs which had been quoted by both Howard U. Freeman Company and Ryan Steel and, if memory sCr"ves correct, final pricing was required prior to you proceeding with any of this work. It is not normal policy for our firm., to verbally approve field modifications without followup by either a Change Order or Construction Change Authorization and in most cases a Construction Change Authorization is always signed prior to the General Contractor proceeding with any work. I feel you must agree that this has been the case throughout this project and in all cases in the past the Howard U. Freeman Company has refused to proceed with any work until such a time as a Construction Change Authorization has been fully executed by both the Owner and Architect. In keeping with the information which ! have provided above we still stand by the exceptions noted in my original letter and state that the Howard U. Freeman Company was never given any verbal approval by either myself or Mr. Mike Henjum to proceed with this additional work and as stated in my letter, "this additional work was found not to be required after the December 19, 1986 Proposal Request had been ~ssued". Box 478 Coppell, Texas 75019 RE: Coppell Town Center Project No. 8457 Dear Ed: We have proceeded with the preparation of Change Orders Nos. 14, 15 and 16 for the above referenced project and have forwarded them this date to the General Contractor for his signature and routing to your attention for final execution and distribution. A review of these change orders is as follows: 1. Change Order 14 - Refer to P.R. No. 15. This change order involves the General Contractor providing and installing two light fixtures to illuminate the painting which has been donated to the City of Coppell which will be located immediately adjacent to Door 104 on second level near the entry to the library. The cost of this change order is in the amount of $406 and involves no increase to the Contract Time. 2. Change Order 15 - Refer to P.R. No. 16. The General Contractor is to provide and install three 3070 solid core paint grade birch doors including all hardware and any other materials necessary for a complete installation at Doors 42, 59 and 86 which were the loca- tions of previously deleted vault area. The cost for this change is in the amount of $1729. Per our telephone conversation of Fri- day, June 27, 1986 we had advised you that the cost of this item appeared somewhat high, especially when you consider that the per door cost is in excess of $575 and does not include the cost of a door frame. At your direction, we have prepared Change Order No. 15 for your presentation to the City Council for their decision even though, at this time, we would not recommend approval. Change Order 16: Refer to Construction Change Authorization No. 2 and General Contractor Proposed Changes 32, 35 and 38. This Change Order involves the following items: a) adding four addi- tional steel bunks in Jail cell area, b) revisions to computer room 115, c) adding a window unit in the west wall of communication room 134, d) providing a pattern to the terrazo floor in lobby area 102. The General Contractor has indicated that the cost for changes a through d is in the amount of $6810 and has required an additional 42 days of construction time to accomplish this work. Per previous agreements between the Owner and General Contractor, this extension of time has previously been granted, thus making the revised com- pletion date May 8, 1986. After reviewing all of the appropriate information and costing provided by the General Contractor we rec- ommend approval of Change Order 16.
