Village P~kway Pump Station
Gentlemen:
Yesterday, we visited the Village Parkway Pump Station to detemine the status of ~e repairs to Pumps 5 and 6
and to get a "first hand" repo~ on the condition of the Deforest Li~ Station a~er the SC~A System failure and
subsequent oveffiow of the wet and d~ wells. When we le~ the pump station in the late a~emoon, your
subcontractors reposed that the internal wiring co~ection be~een RTD 6 ~d ~e teminal bo~d was loose on
both pumps which was causing the e~ant motor winding temperature readings. We understood the problem was
co~ected ~d the pumps were placed on line.
~is morning, the Ci~ of Coppell reported that Pump No. 6 failed out again at approximately 5:45 P.M. on
6/30/97 ( Refer to the a~ached leRer from the Ci~ of Coppell to Shimek, Jacobs & Finklea, L.L.P., 07/01/97).
~is pump failure also apparently locked up the SCADA System at the sine time.
As you are aware, the critical peak demand period for the summer is now here. It is an urgent maRer of public
health, safe~ and welfare that the Village Parkway Pump Station and the SCADA System be fully operational
with the highest degree of confidence during ~is time. The Ci~ of Coppell again directs you to furnish all
necess~ labor, materials and equipment to complete the repairs to Pumps 5 and 6 and the SCADA System. Your
work is to continue 24 hours a day if necessa~ in order to complete all items of work ~d have the Pumps and
SCADA System fully operational in the sho~est time possible. You are also requested to provide daily status
reports of your findings and schedule for completion of the repairs. These daily cons~uction reports should be
filed with both the Ci~'s Inspector and our office.
In the meantime, the Ci~ of Coppell has declared ~ emergency situation ~d will have Ci~ stuff monitoring ~e
pump station and s~it~ sewer li~ stations 24 hours a day until the system is totally ~nctional and meets the
contract specifications. All cost associated with the staffing and monitoring of the pump station ~d lift stations
will be rounded on to Noah Texas Municipal Construction Co.
