Dear Gary:
You are aware of the occurrence on June 22, 1997, involving the
failure of the S.C.A.D.A. system at the Deforest Lift Station.
Another occurrence has happened. It appears that Pump No. 6 had
a malfunc~ion which locked up the entlre S.C.A.D.A. system at 5:45
P.M. on 6/30/97. At this time no monitoring was going on.
On July 1, 1997, 7:13 A.M., Larry Davis discovered the computer was
locked up and called the contractor. Later, Joe Gibson from TEAM
had to cut off the computer and reboot the system. The system went
from 5:45 P.M. on 6/30/97 to 7:13 A.M. on 7/1/97 without monitoring
or updating the pagers. This is not acceptable. AS you are aware,
this matter is a public health and public safety issue.
The City of Coppell has requested in the past that North Texas
Municipal Construction monitor this station in operation twenty-
four hours a day, seven days a week. A request was also made ~hls
date of July 1, 1997, relating to this matter. The contractor has
not yet replied to the City of Coppell staff. From this date
forward, the City of Coppell will have staff monitoring the pump
station and lift station until the system is totally functional and
meets the specifications of the contrac~4~,..
All costs relating to the operation of the pump and lift stations
will be forwarded to North Texas Municipal Construction.
