Connell Skaggs-CS 860527Minutes ut May 27, 1986 The City Council of the City of Coppell met in regular called session on Tuesday, May 27, 1986 at 7:00 p.m. for Executive Session and 7:30 p.m. for regular called seat;ion in the Coppel] Iltgh School Administration Building. The following members were present: Dale Ware, Mayor Pro Tem Dean Wilkerson, Councilman (late arrival) Tom Morton, Councilman Bill Smothermon, Councilman Jim Cowman, Councilman Mark Wolfe, Councilman Dan Stanton, Councilman Mayor Lou Duggan was not present. AlSo present were City Manager Frank A. Proctor, Jr., City Secretary Dorothy Timmons and City Attorney Larry Jackson. Mayor Pro Tem Ware called the meeting to order. EXECUTIVE SESSION (Closed to the'public) Article 6252-17, Section 2 (e) discussion with City Attorney. Article 6252-17, Section 2 (g) discussion concerning personnel. The meeting was then closed for an Executive Session as allowed under the two above stated articles. Following the Executive Session the meeting was declared open to tile public. Mayor Pro Tem Ware asked everyone to stand while Mr. John Weinberg representative from Texas Power'and Light Company gave the invocation. MAYOR'S REPORT Item 1: Mayor's Report Mayor Pro Tern Ware reminded the Councllmembers of the Taste of Entertainment to be held on Saturday, May 31, 1986. Ha also reminded Council of a special called Council meeting for June 3, 1986 with the Executive Session to begin at 6:30 p.m. and the regular meeti~)g beginning at 7:30 p.m. Counctlmao ,~mothermon then informed the Council that he had recently toured tile City Hall and noticed that the noise crested by the workers was very di:;tracting in the Council Chambers. It is his feeling that some kind of enclose, re :;uch as glass should be used to seal off this area in order to cut down o, this noise factor, l'f 'Il is done at this point of coustr,ction the approximate cost would be $6,000.00. If it is done at a later date tho cost ie considerably more. Following discussion it was the conscnsui~ ol the Council to enclose the Council Chambers. Mr. John Wetnberg, representing 'Il'gL, and Mr. Fred Garza, District Eugineer for TP&L, gave the presentation to the Council. Mr. ~etnberg gave a brief his:ory of improvemen~ in Coppe] since 1981. lie scared :ha: in 1987 it ia planned for 2 major circuits to be constructed to serve bo:h the east and west sides of to~. This will be done so tha: the en:ire Ci:y would not be our of electriciCy in the event of a power failure. No action w~s required on this item. PLATT'lNG ACTIONS - PREI,IHINARY Item 4: Plat Application #86-02-24 To consider approval of ~ prelimim, ry plat of Connell-Skagyd~ Addition on property located on the northweet corne~' of S~n~'y ~ake Road and Denton Tap Road. Date of Planning & Zoning Recommendation of Planning & Zouing - April 17, I986 - Approval with stipulation (See staff report) Mr. Kevtn White and Mr. Jim Koch made the presentation to the Council. Mr. ~ite stated that because of the initial cost, the developer is not receptive to install an enclosed drai~.'~;~e easement mhd feels that his company has a right to use th~ open drainage that Is existing. He stated that this channel only accommodate~ the dra'iuage throu{~h their property mhd does not drain their property. And he {eels that tlwy should not be required to install a closed drainage ch~nne{. Mr. White stated that they would re-install any fences taken down but that some of the trees would be affected and required to be removed. Item 4Ar Plat Application ~86-05-15 To consider approval of a preliminary and final plat for Moore Road Elementary School nu property located on the west side of Moore Road .2 of mile south of Sandy Lake Road. Date of Planning & Zoning Recommendation of Planning & Zoning - May 22, 1986 - Approval with stipulation (See staff report) Mr. Gary Keep made the presentation to the Council. He stated that the Planning and Zoning Commis~ion recommended that a wall be constructed between the school property and the Fire Station on the east side of the school property. He also stated that tl{e school would like a variance to eliminate the construction of ~t per/meter fence around the property. Following discussion on this item Councilman Smothermon moved that the plat be approved with the sttpulattou that a screening wall. be constructed between the school aud Fire Statim~ at the echool*s expense. Councilman Morton seconded; motion failed 3-6 with Councilman Horton, Nayor Pro Tern ~are and Councilman Smothermon voting for the motion and Councilman ~ilkerson, Councilman Co.man, Councilman ~olfe snd Councilman Stanton voting against the motion. Councilman ~ilkerson then moved that the plat be approved with the stipulation that the fence be constructed between the school property snd the Fire Station with the City and the School sharing the expense of 'the wall. Councilman Stanton seconded; motion carried &-3 with Councilman ~ilkerson~ Councilman Councilman golfe and Councilman Stanton voting in favor of the motion and Mayor Pro Tem ~are. Councilman Smothermon and Councilman Morton voting against the motion. This approval Is for both preliminary and final plat approval. PLATTING ACTIONS - FINAL Item 5: Plat Application #86-02-20.5 To consider approval of a final plat for Corners of Coppe11 on property located on the southeast corner of NacArthur Boulevard and Sandy Lake Road. Date of PiLanntng & Zoning Recommendation of Planning & Zoning - April 17, 1986 - Approval with stipulation (See staff report) Hr. Bill Thompson and Mr. Jay Ret;laud made the presentation to the Council.
