Glenn Engineering 100 Decker, Suite 250 Irving, Texas 75062 T H E C I T Y O F COPPEI £ February 20, 2001 RE: Coppell Commerce Center Phase I, Bik IR (Koll Center Coppell) Dear Mr. Glenn: The City of Coppell has reviewed the referenced plans and has the following comments to offer: 1. Provide vicinity map on coversheet. 2. Show the legal description of the property on the coversheet. 3. Explain what the proposed 20' drainage easement sho~vn on the plat adjacent to Hammond Street is intended for. 4. On the Grading Plan sho~v the proposed utilities in a lighter line xveight. 5. Provide existing top of curb elevation on Freeport Park~vay, Bums Street and Hammond Street. 6. The traffic control plan should conform to the Texas Manual on Uniform Traffic Control Devices (TMUTCD). 7. New paving must be doweled into existing paving as per City standards. 8. As per the City's ordinance all paving subgrade should be lime stabilized a minimum of 6". 9. Tree removal permit must be obtained from Brad Reid with Leisure Services Dept. He can be reached at 972/304-3651. 10. Any proposed berming should be shown on the Grading Plan. 1 l. The scale of the Drainage Area Map is difficult to read. Also, address the other comments regarding the Drainage Area Map as shown on Sheet C4. 12. Provide a drainage calculation table showing the predeveloped runoff for the 2, 10 and 100 year storm event. 13. Provide weir calculation for the proposed outfall structure. 14. According to the Grading Plan submitted with these plans, the limits of the detention area are larger than the proposed drainage easement. It appears as though water is proposed to be detained in future parking 10t. 15. What is the proposed storage capacity of the proposed detention basin7 What is the required storage capacity? 16. The top of the curb elevations for the proposed inlets shown on the Grading Plan sheets do not match the top of curb elevations shown on the Storm Sewer Plan sheets. 17. Are the storm sewer profiles shown at the correct elevations? 18. Concrete rip rap should be provided at all storm sewer system outfalls. 19. All private storm sewer systems (i.e. grate inlets) need to be constructed outside of the proposed drainage easements. 20. Why are you proposing to convert an existing curb inlet on Hammond Street into a junction box? 22. The existing curb inlet on Hammond Street that will be in conflict with the proposed driveway should be relocated north or south of proposed driveway. 23. All the text shown on the plans should be placed so they are not covered by lines because it makes it difficult to read. 24. Some flowlines and tops of curb elevations are missing on the storm sewer plan sheets. 25. Show all water and sanitary sewer line crossing on the storm sewer profile sheets. If these utilities cross within 24" then the utility will need to be concrete encased. 26. The cover over the proposed storm sewer line appears to be shallow. It may be necessary to use class IV pipe and/or box. 27. Please show the existing and proposed grades on all the storm sewer profiles. 28. The condition of the existing 8" sanitary sewer line needs to be verified. It is possible the existing sanitary sewer line and manholes will need to be refurbished to meet City standards. 29. Travis Cramp, Fire Marshal, must approve all fire hydrant locations. He can be reached at 972/304-3503. 30. Provide additional water valves as shown on Sheets C11 and C12. 31. The proposed meters and vault locations for the building at the northwest comer of Hammond Street and Bums Street should be located as indicated on the plans. 32. The proposed meters should be located so that they will not fall in the location of the sidewalk. If they cannot be located in the existing right of way, then a water easement will need to be dedicated. 33. Provide clean outs on sanitary sewer lines as shown on Sheets C 11 and C 12. 34. Show the proposed grades on the on the Utility Plan sheet for the sanitary sewer profile. 35. Need to show all utility crossings on the sanitary sewer profile. 36. Show the proposed drainage systems on the Utility Plan Sheet C12 with a light line weight. 37. Need to provide a plan view of proposed left turn lane on Freeport Parkway showing existing and proposed grades, pavement thickness and 6" of lime stabilized subgrade. Also need to provide double row of white, round reflective buttons on 30" centers for striping. 38. An 8" wide brick paver band needs to be provided for driveway onto Freeport Parkway located 1' inside the property line and constructed as per City standards. 39. Provide ADA ramps at all proposed driveways. 40. All joints should be sealed with silicone sealant. 41. A letter requesting a variance to the City Subdivision Ordinance regarding the 6" lime stabilized subgrade must be submitted. 42. Indicate on plans the location of the stabilized construction entrance. 43. Inlet protection should be shown on the Erosion Control Plan. There are various other minor comments throughout the plans.
