Looking at the plans, the area where we are cutting over Verizon the worst is STA 76+00 – STA 79+00. Just putting in a
wall would only give on average an additional 0.5’ – 1.0’ of cover over the Verizon line. This is assuming that the location
of the Verizon line (50’ RT of C/L) is correct. There are a couple of options available that I have shown in the attached
sketch. The benefits and drawbacks are as follows:
1.Steepen parkway grading to create a high point over the Verizon line.
a.Benefits: Increases the cover the most of any option, no cost of putting in a wall
b.Drawbacks: parkway grading becomes steeper, some ROW drainage is turned onto adjacent lots (it
already does this today though)
2.Run 2% slope from the face of trail and build a retaining wall to increase cover over Verizon line.
a.Benefits: Does not steepen parkway grading, no change to trail profile
b.Drawbacks: Increases the cover the least of any option, cost of wall
3.Raise trail profile and run 2% from face of trail and build a retaining wall to increase cover over Verizon line.
a.Benefits: Provides additional cover over Verizon line
b. Drawbacks: Combination of wall or steepening parkway grading to raise profile, extends grading further
past back of trail, will require the most re-design
4.Verizon lowers their line
a.Benefits: No additional wall costs, does not require steepening parkway grading, as much cover as
Verizon wants, no change to plans as approved for construction
b.Drawbacks: Cost of Verizon lowering the line

They seem to think that final grades in that area will only leave them with a couple inches of cover. I think they need 2’
ideally. The wall/fill option seemed like a good option if the ROW was higher than the roadway. Looking out there, the

ROW appears like it will be lower, even if the road is cut down in that area (not familiar with the 2B road profile). We
may need to take some more time to look at the photos/plans, and conference call once we’ve all caught up. Maybe
Keith can clarify if we can’t make sense of it.

Has Verizon given any information regarding where/extent they think they will have a cover issue? What is their
minimum cover they will require? Is the City waiting to see what it will cost to lower the line before they decide between
wall and lowering?

Just dropped the Sandy Lake Photos onto the U Drive. I really wasn’t sure what I was looking for at Cottonwood so I just
took as many photos as I could think to take. If after looking them over we need to revisit with Keith that shouldn’t be a

Chris and I were at a meeting yesterday to discuss various Coppell projects, and Keith mentioned a conflict they may
have across from Cottonwood Drive. He said Verizon said their duct bank will only have a couple inches of cover by the
time final grades are set. They will lower it at the City’s expense, but Keith does not want to do that just yet. He thinks
we may have an opportunity to drop in a small wall and artificially make that area higher to provide more cover.
I’m planning on going out there to look at the project either this afternoon or tomorrow, as well as our SH 121 project,
so I’ll take some pictures of the area and send them your way. I just wanted to give you the heads up. It might be a
simple fix; we’ll know more soon.
